City of Gibson City Council met July 8
Here are the minutes provided by the council:
Meeting was called to order at 7:00 p.m. by Mayor Dickey at the Moyer Library.

Motion to approve Minutes of June 24, 2024 made by Alderman Miller, 2nd made by Alderman Sarantakos; motion carried 7/0.
Committee Reports:
Alderman Fisher – no report but asked questions about the status of the roof repair and the interior of city hall. Supt. Martin reported that weather permitting, Bash Pepper advised the material is in and they plan to finish the work on the roof this coming Thursday. As for the interior, Supt. Martin stated it make take the rest of this calendar year to complete. ServPro has removed all the vintage tin ceiling tiles in hopes we can reuse them to stay within the age/style of the building and are in the remediation process. Mayor Dickey stated the city should consider an architect to finalize plans for the interior, and Clerk Jan Hall has contacted painters and flooring measurements have been taken. Martin informed council the carpet and flooring tiles must be removed by asbestos removal standards and is tentatively scheduled to begin on July 22nd.
Alderman Parsons asked Supt. Martin for an update on the chip and seal project. Martin reported that 90% of the work was completed today, and hopefully finish by the end of the week and will return the first week of August to sweep any excess material from the streets.
Old Business:
A. Discussion and Consideration to rescind Ordinance 2023-O-12 / TIF 2 Agreement with Benjamin Landscaping Discussion – Mayor Dickey requested this be held to next meeting because there are discussions about finalizing signatures.
Bills:
Motion made by Alderman Parsons to pay 3 checks from the Bond Account in the amount of $18,711.61, 2nd made by Alderman Miller, motion carried 7/0.
Motion made by Alderman Hankes to pay General Fund checks in the amount of $185,242.82, 2nd to this motion made by Alderman Wyant, motion approved 7/0.
New Business:
A. Discussion and consideration of recommendation from the Plan Commission regarding a special use request by the Gibson Area Hospital for a maintenance shed to be built at 1004 N. Melvin, Residential-1 Zone. Attorney Marc Miller explained that because the Plan Commission did not complete the ‘findings of facts’ information, no action or discussion should be taken at this time. Pursuant to our code, the process can be continued or restarted, a publication should be to hold hearings of Plan Commission and a Hearing before City Council before council should act. Residents Parker & Sandy Hathaway and Rick Culler, neighbors of this property were present at the Plan Commission meeting and the City Council meeting to voice their concerns for their properties. Upon recommendation of the attorney, they reserved comment for the next public hearing. Attorney Miller assured the residents that all properties within 250’ of the proposed building / Special Use permit request will be duly notified of the meetings.
B. Discussion and consideration of recommendation from the Plan Commission regarding Annexation by the City of Gibson, of a 15+/- acres, triangular piece of property, east of N. Lawrence Avenue & 19th Streets, Zoned Ag, purchased by the City for the purpose of a drainage project. Clerk Jan Hall informed council the Plan Commission voted unanimously to recommend approving the annexation of the recently purchased property for use in the longterm drainage project. Alderman Sarantakos made a motion to accept the recommendation to annex the 15+/- recently purchased property as recommended by Plan Commission, 2nd made by Alderman Tongate, Motion carried with Aldermen Hankes, Tongate, Miller, Parsons, Sarantakos voting yes, Alderman Wyant abstained from voting, and Alderman Fisher voted no.
Final comment – Alderman Sarantakos asked why nothing has been done to clean up the overgrown property at Jordan Industrial Park; Mayor Dickey asked her if she had spoken with Chief Rosendahl, and she replied “no, I spoke to you about it”.
Motion to Adjourn made by Alderman Parsons, 2nd by Alderman Sarantakos, meeting adjourned at 7:35 p.m.
