City of Champaign City Council met July 2

Here are the minutes provided by the council:

There being a quorum present, Mayor Feinen called the meeting to order at 7:21 p.m.

ROLL-CALL: Present: Jamar Brown, Michael Foellmer, William Kyles, Kathy Shannon, Davion Williams, Mayor Feinen

Absent: Alicia Beck, Matthew Gladney, Vanna Pianfetti

SPECIAL RECOGNITION:

City Manager David introduced the following new employees: Brett Johnson, Emergency Management Coordinator (Fire); and Derrick Brown, Festival District Coordinator (Planning).

APPROVAL OF MINUTES:

• June 4, 2024 Regular Council Meeting

CM Foellmer, seconded by CM Williams, moved to approve the minutes. A voice vote was taken; all voted yes.

CORRESPONDENCE:

• 1 email, as of July 2, 2024 at 5:00 p.m. regarding the safety of Palestinians, Arabs and Muslims in Champaign

• 2 emails, as of July 2, 2024 at 5:00 p.m. regarding support for a ceasefire resolution

• 1 email, as of July 2, 2024 at 5:00 p.m. regarding public comment during Council meetings

• 14 emails, as of July 2, 2024 at 5:00 p.m. in favor of divestment from Israel

• 1 email, as of July 2, 2024 at 5:00 p.m. regarding support for the naming of Honorary Mark Rubel Way

• 1 email as of July 2, 2024 at 5:00 p.m. regarding support for veterans

CM Foellmer, seconded by CM Williams, moved to acknowledge the correspondence and place on file. A voice vote was taken; all voted yes.

PUBLIC HEARINGS: None

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

Passed CB-2024-120, “A Resolution Approving the Appointment of John Easley to the Neighborhood Services Advisory Board in the City of Champaign”

CM Foellmer, seconded by CM Williams, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-121, “An Ordinance Approving the Final Plat of Boulder Ridge Eighth Subdivision (Located east of Sunset Ridge Park and north of Obsidian Drive)”

CM Foellmer, seconded by CM Williams, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-122, “A Resolution to Grant a Major Variation (Planning and Development Department - 1757 West Kirby Avenue)”

CM Foellmer, seconded by CM Williams, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2024-123, “A Resolution Accepting a Bid and Authorizing the City Manager to Execute a Contract for the Fire Station No. 1 Roof Replacement Project (Public Works Department – Advanced Commercial Roofing) ”

Amount: $370,705

Minority Incentive Not-To-Exceed: $4,634

CM Foellmer, seconded by CM Williams, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen a roll-call vote was taken; the result of the vote was 5 ayes and 1 abstention (Mayor Feinen).

CM Foellmer, seconded by CM Williams, moved to consolidate CB-2024-124 and CB- 2024-125. A voice vote was taken on the motion to consolidate; all voted yes.

Passed CB-2024-124, “A Resolution Accepting a Bid and Authorizing the City Manager to Execute an Agreement for Construction of Phase 1 of the Downtown Plaza Project (Public Works Department – A&R Mechanical Services, Inc. dba A&R Services, Inc.) (City Project No. 0749)”

Amount: $3,259,376.52

CB-2024-125, “A Resolution Authorizing the City Manager to Execute a Professional Services Agreement with Clark Dietz, Inc., to Provide Construction Engineering Services for Phase 1 of the Downtown Plaza Project (Public Works Department – Clark Dietz, Inc.) (City Project No. 0749)”

Not-To-Exceed: $298,500

After a brief explanation of the Council Bills by Mayor Feinen, CM Shannon thanked staff for their work, and Mayor Feinen expressed appreciation to the late Senator Bennett and Senator Faraci for their efforts. A roll-call vote was taken; all voted yes.

Passed CB-2024-126, “A Resolution Authorizing the Purchase of One Mid-Size Aerial Lift Truck (Public Works Department – Global Rental Co., Inc., Birmingham, Alabama)”

Amount: $187,239

CM Foellmer, seconded by CM Williams, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

COUNCIL AND MANAGER COMMENTS:

Council Member comments included appreciation to Fire, Police and BEAT staff for their continued work, and to Public Works for their storm cleanup efforts.

VOUCHERS:

CM Foellmer, seconded by CM Williams, moved to approve the vendor payments dated June 8, 2024, 2024, through June 21, 2024, in the amount of $3,081,269.50. A voice vote was taken; all voted yes.

PAYROLL:

CM Foellmer, seconded by CM Williams, moved to approve the payroll dated June 21, 2024, in the amount of $2,242,526.94. A voice vote was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Foellmer, seconded by CM Williams, moved to recess to Closed Session to discuss the Purchase of Real Property for Use by the City, followed by adjournment. A roll call was taken on the motion to adjourn; all voted yes.

The meeting adjourned at 8:44 p.m.
