City of Monticello City Council met June 24
Here are the minutes provided by the council:
Mayor Stoner called the meeting to order and led the Council in the Pledge of Allegiance. Roll call was then taken by the City Clerk.

Meeting Minutes – City Council Meeting Minutes, June 10, 2024
A motion was made by Alderman Woodham, and seconded by Alderman Pearcy, to approve the Consent Agenda items. The motion passed 8-0.
Mayor’s Report:
Mayor Stoner gave best wishes to Savannah Hatfield, owner of Grace & Mae Boutique, which will be closing the downtown location at the end of the month. Welcome to Brackett & Company, who will be opening this fall in that space. Owner Tim Heck is a Monticello alumnus. Congratulations to Michelle Murphy on transitioning from Fieldhouse 219 to operating the Moore Events space in downtown. Legend’s Corner will also be opening this fall at the former Fieldhouse 219 space.
The road construction project at the south end of town is progressing. This project will create better and safer access for the five business owners impacted, but also allow for future development of the 15-acre parcel the road connects to.
Monticello Movie Night presents “Top Gun: Maverick” this Friday on the square. The Monticello Freedom Fest is July 3rd at Lodge Park, and tickets are still available for the Monticello Railway Museum’s fireworks train. Allerton’s Reds, Whites & Blues will be on the Gatehouse lawn Friday, July 6th at 6pm.
The Monticello Recreation Foundation will be putting on a family friendly fundraising event Friday, July 19-20 on the former Pepsin property and at Bushwood on Main, called Smoke N Octane. The event includes a car show, BBQ competition, live music, mini-golf, food, and more.
Friday night food will be served by the Monticello Fire and Rescue Department.

Ordinance 2024-31: An Ordinance Approving the First Amendment to the Redevelopment Agreement Between the City of Monticello and Jackson Property Development LLC – 204 W. Washington Street Concerning the Property Located at 204-206 W. Washington Street, Monticello, Illinois
On January 22, 2024, the City Council approved Ordinance 2024-06, a Redevelopment Agreement with Jackson Property Development LLC – 204 W. Washington awarding a Building Improvement Grant to the property owner in the amount of 50% of the total project cost of $21,000, not to exceed $10,000.
Substantial improvements have been made to the property, with the balcony/deck and support structures already removed from the face of the building. The primary contractor recently had a medical emergency and will not be able to return to work until July. Because the project deadline is June 30th, 2024, the grantee is requesting an extension of the project completion date. The remaining work includes repairing and restoring the iron pillars, window replacement where the balcony doors are currently on the 2nd floor, and awning installation on the 1st floor.
A motion was made by Alderman Reed, and seconded by Alderman Cary, to approve Ordinance 2024-31. The motion passed 8-0.
Resolution 2024-32: A Resolution Approving the Acceptance of Proposal to Furnish Materials and Approval of Award
The attached resolution in its presented form requests accepting a contract to furnish and install materials for our annual seal coat (oil and chip) program. The City Council approved using MFT funds of $75,000 on line item 01-55173-02 for the 2024 Oil and Chip program. Mr. Grabarczyk shared the bid tab, acceptance of proposal, and the map of the streets to be oiled and chipped.
Terry Summers, City Administrator will sign the IDOT form following Council action approving the award.
Alderman Lively asked how the City determines the streets that will be oiled and chipped each year, and Mr. Grabarczyk explained the process. Alderman Koon asked about the timeline, and the plan is to complete before school begins (August 16th).
A motion was made by Alderman Koon, and approved by Alderman Pearcy, to approve Resolution 2024-32. The motion passed 8-0.
Aldermen’s Report:

Police Chief’s Report:
Chief Bross reported that officers completed a two-hour training last week on evidence collection and processing. July 3rd preparations are under way and Chief emphasized that they are pushing use of the shuttles or going early to the Freedom Fest due to parking issues (Kirby Hospital parking lot not available this year due to construction). A reminder was given to make sure solicitor complaints are called in as soon as possible – report it when it happens.
Fire Chief’s Report:
Chief Rupkey reviewed his May report and discussed training received. MFRD received a tour of County Market, and participated in touch a truck at Washington School. They also passed their annual inspection at Kirby Hospital and continue to be EMS qualified.
City Administrator’s Report:
Terry Summers addressed some questions about Burke Park. The bid opening is tentatively scheduled for August 15, 2024, with construction to begin in September. Completion is hoped to be by the middle of May, 2025. The Grant/Buchanan Street project will have a bid opening on July 16th, and completion is to be late September of this year.
A motion was made by Alderman Reed, and seconded by Alderman Koon, to adjourn the meeting at 7:18 pm.
