Champaign appoints new public works director

Champaign City Manager Dorothy Ann David has appointed Terry Lusby, Jr. as the City’s next Public Works Director, effective August 12, 2024. Lusby brings over 16 years of experience in public works and construction management in both public and private sectors. His expertise includes overseeing water supply and distribution systems, sewer collection systems, streets, traffic control systems, fleet services, building and grounds maintenance, engineering, contract management, and customer service.

Lusby is currently serving as the Interim Public Works Director for the Village of Schiller Park, Illinois. He has previously held positions such as Director of Public Works for the Village of Olympia Fields, Illinois; Facilities and Fleet Superintendent for the Village of Tinley Park; Assistant Director of Operations and Maintenance for Homewood-Flossmoor Community High School District 233 in Flossmoor; and Project Manager for Carlo Steel Corporation in Chicago.

Lusby's academic credentials include a Master of Science in Public Administration with a Fiscal Administration Specialization from Northern Illinois University (NIU), a Master of Science in School Business Management from NIU, and a Bachelor of Science degree in Construction Management from Western Illinois University.

City Manager Dorothy Ann David commented on Lusby's appointment: “Terry’s extensive background and experience in construction management and public works made him the best choice to lead Champaign’s Public Works Department. He has developed his leadership skills by steadily advancing through several management roles with increasing levels of responsibility and a passion for public service. Terry has already demonstrated his commitment to becoming an active member of the Champaign community and engaging with our residents. I’m pleased to add Terry to the City’s executive team, and I know he’ll be a great asset to our community and the City organization.”

In response to his appointment, Terry Lusby Jr. stated: “I am thrilled and privileged to be selected as Champaign’s next Public Works Director. It is an honor to serve and work with highly skilled professionals, thoughtful residents, and passionate community partners to maintain the long-standing tradition of exceptional municipal services while continuously improving the quality of life for this great city.”

Lusby was chosen after a nationwide search process. He succeeds former Public Works Director Khalil Zaied who resigned in March 2024.
