City of Gibson City Council met April 8

Here are the minutes provided by the council:

Meeting was called to order at 7:00 p.m. by Mayor Dickey at the Moyer Library.

Roll Call:

Pledge led by Alderman Hankes.

Motion to approve Minutes of March 25th and continued to the 28th, 2024 made by Alderman Hankes, 2nd made by Alderman Sarantakos. Motion carried 6/0.

Visitors: Chief Rosendahl, Admin Shull, Attorney Miller, Farnsworth Engineer Mike Friend, Ellen Hankes, Terry Roesch, Paula Dickey, GCMS Middle School Wrestling Coach Tyler Brucker & Assistant Coach Cole Maxey, State Champion Wrestlers Landen Lage & Bently Fields, with Deb & Ed Molck, Samantha & Andrew Lage, Ayden Lage, Casey Fields, Marie Cramer, and Chronicle Reporter Mindy Basi.

Mayor Dickey introduced GCMS Middle School Wrestling Coach Tyler Brucker who then took the floor to announce and recognize the 2 middle school students who won State Championships:

Wrestlers Bentley Fields@90# and Landen Lage@112# state champions. After hearing from Coach Brucker about the hard work and dedication his team exhibited, Mayor Dickey presented metal ‘street sign’ plaques of honoring these young wrestlers.

No Committee, Treasurer or Administrator reports this evening.

Bills:

Motion made by Alderman Tongate to pay 1 check from T.I.F. 2 account in the amount of $1,291.50 to be transferred into the Downtown TIF account. 2nd made by Alderman Wyant; motion approved 6/0.

Motion made by Alderman Hankes to pay 2 checks from Downtown T.I.F., 2nd made by Alderman Sarantakos, motion approved 5 yes/ Alderman Wyant abstained due to owning property in the Downtown T.I.F.

Motion made by Alderman Miller to pay 2 checks from T.I.F. 4 account in the amount of $1,378.00, 2nd made by Alderman Wyant, motion approved 6/0.

Motion made by Alderman Wyant to pay 7 checks from (Water) Bond account in the amount of $20,967.50, 2nd made by Alderman Sarantakos, motion approved 6/0.

Motion made by Alderman Davis to pay General Fund checks in the amount of $ 151,859.44, 2nd to this motion made by Alderman Wyant; motion approved 6/0.

New Business:

A. Discussion and Consideration to Sell the Downtown Flowerpots. Mayor Dickey opened the discussion to consider selling the large round terra cotta planters that have been used in the downtown area. Clerk Hall stated that these planters were a donation from the Laborfest Committee, and at the time of purchase were over $400 each. A suggestion had been made to her to announce the possible sale and accept a sealed bid with the number of planters requested for purchase. Mayor Dickey & Clerk Hall both have been involved in caring for the planters downtown, and the planters are now in storage. Alderman Sarantakos voiced that she would like to see some kept for city use at various places. At this point, Mayor Dickey suggested holding off until more ideas are received. Alderman Tongate made a motion to table the selling of flowerpots to a future meeting, 2nd made by Alderman Sarantakos, motion carried 6/0.

B. Consideration of Resolution 2024-R-2, establishing a Drainage Task Force. Mayor Dickey asked Engineer Mike Friend to explain the purpose. Friend stated that he and Mayor Dickey discussed the value of appointing a volunteer committee to meet and act in an advisory capacity due to the high level of public awareness and concern regarding drainage issues and possible solutions. The list of appointees is, Mayor Daniel E. Dickey, Chairman; Supt. Brad Duncan, Alderman Randy Wyant, GCMS Superintendent/resident Jeremy Darnell, and residents Terry Roesch, Eric Tjarks, Lyndi Barnes, Paul Patel, Ed Molck, Amy Hood, Kenna McCall, and Danielle Brown. Friend stressed the importance of having a committee from all areas of the community and added public participation in prioritizing areas is also helpful when writing grants. Motion to approve Resolution 2024-R-2 made by Alderman Sarantakos, 2nd made by Alderman Tongate, motion carried 6/0.

C. At this time, Alderman Tongate made a motion to Executive Session for the limited purpose of discussing probable and/or imminent litigation pursuant to 5 ILCS 120/2 ( c) (11). enter Executive Session as stated, 2nd by Alderman Hankes, motion carried 7/0. Council entered Executive Session at 7:27 p.m.

D. Council returned to open session at 8:10 p.m. No motions to be made from Executive Session at this time.

Alderman Tongate made a motion to adjourn, 2nd by Alderman Davis, meeting adjourned.
