City of Gibson City Council met Jan. 8.

Here are the minutes provided by the council:

Meeting was called to order at 7:00 p.m. by City Clerk Jan Hall in Mayor Dickey’s absence, and a request for a motion to approve Mayor’s appointment of Alderman Davis as Mayor Pro-Tem for this meeting. Motion to approve this appointment as stated made by Alderman Tongate, 2nd made by  Alderman Davis; all in favor and Alderman Davis took the gavel.

Visitors: Officers Rosenbaum & Horsch, Admin Scott Shull, Rob Schmitt, Engineer Mike Friend of  Farnsworth & Associates, and Jean Noellsch – Ford County Chronicle. 

Pledge led by Alderman Davis. 

Motion to approve Minutes of December 26, 2023 made by Alderman Hankes, 2nd made by Alderman  Miller. Motion carried 6/0. 

Old business:  

A. Solar Farm Project – Per Mayor Dickey’s conversation with Alderman Davis, this issue will be  continued to January 22, 2024 meeting. 

Bills: 

Motion made by Alderman Miller to pay 1 check from TIF 2 account in the amount of $3,852.50 to 2nd made by Alderman Wyant, motion approved 6/0. 

Motion to pay General fund checks in the amount of $118,476.70 made by Alderman Sarantakos, 2nd made by Alderman Wyant, motion approved 6/0. 

New Business: No new business.

Other business:  

Resident Rob Schmidt - Questioned if there is a limit on how many times an issue can be tabled. Atty Miller answered that there is not a definite number, but at the same time, items should not be perpetually tabled. Speaking to this issue of Solar Farm, Miller went on to say the required hearings have taken place and he will have the Pre-Annexation Ordinance prepared for the council to review before the next meeting that includes recommendations made by Plan Commission.  

Jean Noellsch – Asked Atty Miller if he had received her email asking for the statute that prohibits council from speaking about the upcoming referendum issue. Atty Miller clarified to council that there is no statute that ‘muzzles’ them outside of the council room. Noellsch stated she questioned this directive because when she served on the school board and there was a referendum issue, and the  board formed a Committee of Ten – 5 from their board and 5 at large – to actively promote the referendum. Final clarification from Miller is that council members may speak about the referendum, the new pool, whatever they wish, outside of council chambers.  

With no further questions or comments, Alderman Sarantakos made a motion to adjourn with a 2nd to her motion by Alderman Wyant. All in favor, meeting adjourned at 7:12 p.m.
