City of Gibson City Council met Oct. 9.

Here are the minutes provided by the council:

Meeting was called to order at 7:00 p.m. by City Clerk Jan Hall in Mayor Dickey’s absence. Motion to approve Alderman Scott Davis as Mayor Pro-tem made by Alderman Miller, 2nd by Alderman Tongate, motion approved unanimously and Alderman Davis took the gavel.

Visitors: Supt. Martin, Admin Shull, Chief Rosendahl, City Atty. Miller, and Jean Noellsch – Ford County Chronicle.

Pledge led by Alderman Miller.

Motion to approve Minutes of Special Meeting October 2nd and Regular meeting September 25th made by Alderman Tongate, 2nd made by Alderman Hankes. Motion carried 6/0.

Committee Reports: 

Alderman Tongate, Chairman of Economic Development reported on the trip to Ripon California. Mayor Dickey, Supts. Martin & Duncan, and she, all visited ‘California Nuggets’ last week. The owner, Steve Gikus had invited the Mayor to visit because he owns the facility in Gibson City, at 10th and Sangamon, formerly Specialty Grains. His company is hoping to make changes at the local site and start production of the food product, which is a ‘corn nugget snack’. This operation would create 20-30 jobs, the daily traffic would be one semi daily, and Supt. Martin expressed assurances that both he and Supt. Duncan believe they can provide the increase in water needs – 70 thousand gallons per day, and the extra wastewater operations that will be involved. Alderman Tongate distributed a hand out and samples of the snack. (See attached hand-out for details)

Alderman Parsons: Asked Supt. Martin to update council –

* Excess rock cleanup was completed today, so the $10K holdback can now be paid to the contractor.

* New water meters are arriving next week, 9 fire hydrants still to be replaced (noting heavy utilities around them making the digging slow)

* Sidewalk/new stairs on 8th & Sangamon is completed for this year, as far as budget allowed. Estimate another $30,000 next year to complete the project to the alley.

* Vac truck is currently out of service, and being 23 years old, the part cannot be obtained for several months. Supt. Martin is checking on rental of a trailer unit.

* Leaf pick-up is coming up, but equipment is also very old (approx. 47 years) so they hope for the best.

Bills: 

Motion to pay 1 TIF 2 check to Getty Lawn Services totaling $911.00 made by Alderman Hankes, 2nd by Alderman Wyant, motion carried 6/0.

Motion to pay General Fund bills in the amount of $276,087.76 made by Alderman Miller, 2nd made by Alderman Tongate, motion approved 6/0.

Old business: Consideration to accept a payment and release a lien on property located at 403 W. 10th remains tabled. Mayor Dickey has been in conversations about this release.

New Business: 

A. Donohue & Associates Engineering invoice #13975-12 for work on New Water Supply Well #6 – amount $4,394.00. Alderman Wyant made the motion to approve payment in the amount of $4,394.00, 2nd by Alderman Tongate, motion carried 6/0.

B. Donohue & Associates Engineering invoice #14289-04 for work on CSO 2023 Long Term Control Plan Update - $4,720.00. Alderman Wyant made a motion to approve payment in the amount of $4,720.00; 2nd by Alderman Miller, motion carried 6/0.

City Clerk Jan Hall shared cupcakes she had purchased from young local resident who has a fast growing bakery business. Natalie DeShepper is the owner, and she shared a great need to stay well occupied after the death of her boyfriend, Colin Bane, triggered her baking endeavors. She is now a senior in high school and has named her bakery business “Rising”. You can find her page and place orders for pick-up or delivery on Face Book.

Alderman Hankes made a motion to adjourn, 2nd made by Alderman Tongate. Motion passed 6/0, meeting adjourned @ 7:25 p.m. p.m.
