Village of Fisher Board of Trustees met June 8.

Here are the minutes provided by the board:

The Regular Board of Trustees meeting was held on 8 June 2023 at 6:00 p.m. at the Community Center. Roll call: Brown-present, Deer-absent, Estes-present, Ponton-present, Seidelman-present, Spaulding present, Bayler-present.

Motion by Spaulding, 2nd by Ponton to approve the agenda. Voice Vote: all yes. Motion carried.

Motion by Brown, 2nd by Seidelman to approve minutes from the prior meetings. Voice vote: all yes. Motion carried.

Public Comment: Judy Cagle asked if the second water tower was functioning. She was informed that it indeed was. Beth Sparks spoke regarding the mini bike ordinance. Attorney Marc Miller will be preparing a proposed ordinance and permit for review.

Village Presidents Report: President Bayler will be attending a meeting on June 20th regarding codification.

Motion by Estes, 2nd by Spaulding to approve payments of claims and accounts from the General Fund. Roll call vote: Estes-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Brown-yes. Motion carried.

Motion by Estes, 2nd by Ponton to approve payments of claims and accounts from TIF. Roll call vote: Ponton-yes, Seidelman-abstain, Spaulding-abstain, Brown-abstain, Estes-yes. Motion carried.

Committee Reports 

Finance & TIF: Nothing.

Public Works: The playground equipment has been removed.

Judiciary: Chief Bein presented his report. The new officer is now working on his own. Parks & Recreation: A fall adult softball league has been discussed as a possibility of starting up. The baseball concession stand has been broken into twice now. Looking at putting up cameras there and at the playground. Due to the drought, the possibility of postponing the fireworks will need to be kept in mind.

OLD BUSINESS: 

Nothing.

NEW BUSINESS: 

The public hearing and approval of an ordinance for rezoning and approving a preliminary plat for property located in Centennial Acres Subdivision have both been tabled.

Motion by Estes, 2nd by Spaulding to approve Ordinance 23-3 authorizing the execution of a professional services agreement for the establishment/annual administration of TIF V by and between the Village of Fisher and Jacob and Klein Ltd. and The Economic Development Group, Ltd. Roll call vote: Seidelman yes, Spaulding-yes, Brown-yes, Estes-yes, Ponton-yes, Bayler-yes. Motion carried.

Motion by Ponton, 2nd by Seidelman to approve a bid from Main Street Fencing in the amount of $26,495 for fencing at the softball field. Roll call vote: Spaulding-yes, Brown-yes, Estes-yes, Ponton-yes, Seidelman-yes. Motion carried.

Motion by Ponton, 2nd by Spaulding to approve an agreement with Pavlov Media for fiber optic access to their internet hub. Roll call vote: Brown-yes, Estes-yes, Ponton-yes, Seidelman-yes, Spaulding-yes. Motion carried.

The board was in agreement to use FirstNet Program for the Village Police Department. The introduction of Jon Burkert as the new ESDA contact and main storm spotter was tabled.

Motion by Ponton, 2nd by Seidelman to approve MFT bid from Illiana for oiling and chipping the roads. Roll call vote: Estes-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Brown-yes. Motion carried.

Motion by Ponton, 2nd by Brown to adjourn. Voice vote: all yes. Motion carried. Time: 7:08 p.m.
