Here are the minutes provided by the board:

1. CALL TO ORDER: Meeting was called to order at 6:00 PM 

2. PLEDGE OF ALLEGIANCE 

3. ROLL CALL: Mohr calls the roll, Colravy, Tompkins, Harpst, Oliger and Metzger are all present. Trustee Preston is absent. Additionally, Sean Widener, Village President, Patrick Brown, Village Administrator, Joe Chamley, Village Attorney, Carole Tempel, Vilalge Treasurer, Ellen Hedrick, Village Engineer, Kelly Pfeifer, Community Development and Dawn Mohr, village Clerk are all present. Neil with Farnsworth is also in attendance. 

4. PUBLIC COMMENT: No public comment was submitted electronically to the clerk nor is there any comments during the meeting.

B. Parks & Recreation: CONSENT AGENDA ITEM - APPROVED 5-0 

1. RESOLUTION 23-04-01, A Resolution Adopting a Master Plan for 13 Acres Park. 

C. WATER/WASTEWATER: CONSENT AGENDA ITEM - APPROVED 5-0 

1. ORDINANCE 23-04-01, An Ordinance Amending the Village Water and Wastewater Rates and Fees by Modifying Chapter 55 Entitled "Water and Wastewater Rates and Fees" as Hereinafter Provided. 

D. COMMUNITY DEVELOPMENT: CONSENT AGENDA ITEM-APPROVED 5-0 

1. ORDINANCE 23-04-02, An Ordinance concerning a Rezoning for 1.48+ Acres of land within Hunters Ridge Seventh Subdivision From R-1c Single-Family Residential To R-2 Two-Family Residential District Located North of Oliger Drive along the West side of Cole Lane and north side of Rapp Drive.

1. RESOLUTION 23-04-02, A Resolution Authorizing the Village Administrator to Execute Orders for Purchasing & Leasing Vehicles. 

6. REGULAR AGENDA: 

A. COMMUNITY DEVELOPMENT: 

1. RESOLUTION 23-04-03 A Resolution concerning a Conditional Use Permit to establish a Mixed-Use Commercial Development with Drive-Through Facilities on 2.28± acres of land zoned C-1 Neighborhood Commercial located on the north side of Patton Drive, south of Oak Street, approximately 100 feet west of Churchill Road. NEIL WITH FARNSWORTH ADDRESSED THE BOARD ON BELHALF OF HIS CLIENTS. HE STATED THAT HE JUST MET WITH THE PROPERTY OWNERS AND PRESENTED THEM WITH A NEW ARCHITECTURAL PLAN FOR THE LANDSCAPING. HE STATED THAT THE PROPERTY OWNERS HAVE AGREED THAT THE NEW DESIGN IS SATISFACTORY. Widener call for a motion, Metzger moved and Oliger seconded. ALL VOTES YES 5-0. 

B. FINANCE: 

1. RESOLUTION 23-04-04, A Resolution Accepting the Audit Report for Fiscal Year Ended April 30, 2022. TEMPEL EXPLAINED THAT THERE WAS ONE CHANGE TO THE AUDIT SINCE IT WAS LAST PRESENTED HOWEVER IT DID NOT CHANGE THE OVERALL SCORING OF THE REPORT. SHE STATES THAT MARTIN HOOD HAS SUBMITTED THE AUDIT TO THE STATE ON BEHALF OF THE VILLAGE. SHE ASKS IF THERE ARE ANY QUESTIONS, METZGER ASKED IF WE HAD SECURED A NEW FIRM GOING FORWARD. SHE STATED THAT SHE IS WAITING TO HEAR BACK FROM A FIRM OUT OF DECATUR AND THAT SHE DOES HAVE AN OFFER FROM A CHICAGO FIRM. TEMPEL ALSO STATES THAT STAFF HAVE MADE ADJUSTMENTS TO PROCEDURES AS DIRECTED WITH THE EXCEPTION OF THE COLLECTOR NOT ACCEPTING PAYMENTS AND POSTING SAID PAYMENTS. SHE STATED THAT IT IS ONE ITEM THEY WILL NOT BE CHANGING PROCEDURE. WIDENER STATED THAT HE WOULD AGREE WITH THE DECISION TO NOT FOLLOW THAT DIRECTIVE. Widener asked if there were any other comments or questions, Metzger questioned whether the Village has secured a new audit firm moving forward. The answer was given that they have 2 firms that are contenders. Widener asks if there anymore questions, none are presented. Widener called for a motion, Colravy moved and Tompkiins seconded. ALL VOTES YES - APPROVED 5-0 

C. ENGINEERING: 

1. RESOLUTION 23-04-05, A Resolution Awarding the Bid for the South Mahomet Road Extension Phase 2 to Feutz Contractors, Inc. for $3,325,813.43. HEDRICK STATES SHE IS PLEASED TO SAY THAT THE ENGINEER ESTIMATED COST WAS HIGHER THAN THE AWARDING BID. SHE WENT OVER THE PROJECT AND ASKED IF THERE WERE ANY QUESTIONS. METZGER ASKED WHEN THE RR CROSSING WAS GOING TO BE COMPLETE. SHE STATED THE RR IS TELLING HER JUNE. Widener asked if there were any more questions - none presented. Widener called for a motion, Tompkins moved and Metzger seconded. ALL VOTES YES, APPROVED 5-0 

D. POLICE: 

1. RESOLUTION 23-04-06, A Resolution Declaring Certain Village Property as Surplus and Authorizing Disposal. METZLER STATES THAT THE TAHOE AND TRUCK ARE THE ITEMS THAT HE IS SELLING TO MAKE WAY FOR THE 2 NEW INTERCEPTORS THAT HAVE BEEN ORDERED. HE STATES THAT IN THE PAST THEY HAVE FOUND BUYERS IN SMALLER COMMUNITIES. Widener asked if there were any more questions or comments. None are presented. Widener calls for a motion, Metzger moved and Colravy seconded. ALL VOTES YES – APPROVED 5-0 

E. MAYOR: WIDENER STATES THAT HE WOULD LIKE A MOTION TO APPROVE ALL THE APPOINTEES WITH ONE VOTE. NO OBJECTIONS PRESENTED. WIDENER CALLED FOR A MOTION, TOMPKINS MOVED AND METZGER SECONDED, ALL VOTES YES - APPROVED 5-0 

1. RESOLUTION 23-04-07, A Resolution Appointing Certain Regular Employees, Volunteer Staff and Consultant Services. 

2. RESOLUTION 23-04-08, A Resolution Appointing or Affirming Members of the Village of Mahomet Police Pension Fund. 

3. RESOLUTION 23-04-09, A Resolution Appointing or Affirming Members to the Village of Mahomet Board of Fire and Police Commissioners. 

4. RESOLUTION 23-04-10, A Resolution Appointing or Affirming Members to the Village of Mahomet Shade Tree Commission. 

5. RESOLUTION 23-04-11, A Resolution Appointing or Affirming Members to the Village of Mahomet Music Festival Committee.

B. Tentative FY 2024 Budget and CIP Presentation. Brown stated that nothing has really changed that staff is working towards the deadline. He encourages the Board to send any questions or concerns to staff so it can be addressed. Staff is moving into finalizing the budget and is on track to be completed by the deadline.

INSTALLATION AND SWEARING IN OF NEWLY ELECTED OFFICIALS: Mohr swears in Trustees, Jason Tompkins, Bruce Colravy and Bill Oliger.

11. ROLL CALL OF THE NEWLY ELECTED BOARD OF TRUSTEES: Widener congratulates the elected trustees and asks for a roll call. Mohr calls the roll, Colravy, Tompkins, Harpst, Oliger and Metzger are all present. Preston is absent.

12. ADJOURNMENT: Widener calls for a motion to adjourn, Oliger moves, and Metzger seconded. Meeting is adjourned at 7:07 PM
