City of Hoopeston City Council met March 28

Here are the minutes provided by the council:

I. CALL TO ORDER-by Mayor Wise following the Pledge of Allegiance.

II. ROLL CALL- Five council members were present. Eyrich, Ferrell, Lawson, Miller and Porth were present and Garrett, Gonzalez Richards were absent.

III. Approval of Agenda- motion by Ferrell second by Eyrich. Agenda was approved 5-0.

IV. MINUTES OF PRIOR MEETING-Not available

V. PAYMENT OF BILLS-Motion to pay bills by Ferrell, second by Lawson. Bills approve for payment by roll call vote 5 to 0.

VI. NO PRESENTATIONS

IX. NO EXECUTIVE SESSION

X. REPORT OF OFFICERS

a. Eyrich- to correct a clerical error, Eyrich made a motion to change the Ordinance numbered 2023-10 to 2023-11 for the Water Ordinance. Ferrell seconded the motion. Roll call vote approved the change in numbering 5 to 0.

f. Richards-absent

g. Miller-In reviewing repairs needed to the civic center, Miller suggested an architect or professional be consulted. The stage floor will be refinished before the Sweet Corn Festival.

The committee will be looking for grants to help with other renovations to take place after the festival. Mayor Wise clarified that Alderman Ferrell will be setting up for the ribbon cutting for the skate park. Attorney Miller stated that the John Cadle Foundation may be a source for help with renovations.

h. Porth handed out ARPA and TIF information for review. The budget figures were reviewed. Income projected to be $3,079,780 with a surplus of $834,000 to be used for one time needs and set aside. One-time needs added to the budget include cloud-based software upgrade, $50,000 Police Pension payment, Sally Port and drug testing equipment for Police, $30,000 to finish EMA building, barn for storage for Street and Alley department.

XV. COMMENTS BY ATTORNEY-Working on trying to obtain the Bertram property for less than $5000. Also there may be an opportunity to acquire Bzzz Bar Swinford Property after demolition.

XVI.ADJOURN-Motion by Ferrell second by Lawson. Council adjourned at 8:16 pm.
