The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, December 5, 2022, at 7:00pm.

1. Call to Order and Roll Call
With a quorum present, Chair Kolisetty called the meeting of the Committee of the Whole to order at 7:04 p.m.
2. Approval of Minutes of Previous Meeting
11-14-2022 Special Meeting and 11-21-2022
Motion to approve the minutes with corrected names by CM Bishop and seconded by CM Hursey. Voice vote:

5. Staff Report
a. Youth Services Grant Update – CD
Presented by Breaden Belcher the Grants Coordinator. Belcher shared accomplishments for the Youth Services Grant program for FY 2022-2023, reviewed the next FY budget, provided an overview of next year’s program including an estimated timeline, and explained the grant application scoring process. Questions and discussion ensued.
b. UPTV Issues and Coming Upgrades – IT
Presented by Sanford Hess the Information Technology Director. Hess explained the work that’s been done to upgrade the UPTV equipment in phase one. Hess shared the challenges staff has faced with the new vendor for the City’s meeting livestream service and explained plans to continue to trouble shoot and improve. Questions and discussion ensued.
6. New Business
a. Ordinance No. 2022-12-049: An Ordinance to Approve and Amended IGA for the Champaign County GIS Consortium – Adding a New Member: Village of St. Joseph – IT
Presented by Sanford Hess the Information Technology Director. Item amends current IGA to provide GIS services to areas of the County, now including St. Joseph. The addition of St. Joseph will reduce the cost slightly for each participating municipality. Questions and discussion ensued.
Motion to approve by CM Bishop and seconded by CM Hursey.

7. Council Input and Communications
Mayor Marlin shared a reminder that next week will be the ARPA presentations starting with the City applications on Monday December 12th, to be followed the 13th-15th with presentations from the external applicants for ARPA funds. Marlin shared condolences to the family and friends of Mr. Green, a beloved community member and former City employee who passed away.
