City of Urbana Cunningham Township Board met Sept. 12.

The Cunningham Township Board met in regular session at 6 p.m. in the Urbana City Council Chambers.

ELECTED OFFICIALS PHYSICALLY PRESENT:

Chair: Trustee Wu

Township Clerk: Phyllis D. Clark

Trustees: Maryalice Wu, Christopher Evans, Shirese Hursey, Jaya Kolisetty, Grace Wilken, James Quisenberry

Supervisor: Danielle Chynoweth

Assessor: None

Mayor: Diane Marlin *Present via phone

ELECTED OFFICIALS ABSENT: Trustee Bishop, Assessor Wayne Williams

OTHERS PRESENT: Bourema Ouedraogo, Darcy Sandefur, Emily McGowan Executive Director of the Channing Murray Foundation;

I. ROLL CALL

With a quorum present, Chair Wu called the meeting of the Cunningham Township Board to order at 6:04 p.m.

II. APPROVAL OF MINUTES

August 8, 2022

Motion by Trustee Wu to approve and seconded by Trustee Quisenberry.

Voice vote:

AYE: Wu, Evans, Hursey, Kolisetty, Bishop, Quisenberry

III. ADDITIONS TO THE AGENDA

None.

IV. PUBLIC INPUT

None.

V. COMMITTEE TO VERIFY BILLS

a. Town Fund

b. General Assistance Fund

Presented by Supervisor Chynoweth. Shared the monthly expenditures including $79,111.90 from the Town Fund, $174,954.74 from the General Assistance Funds, and total of $254,066.13. Detailed expenditures can be found in the Town Bills report. Questions ensued.

Motion to approve by Trustee Wu and seconded by Trustee Kolisetty

VI. REPORTS OF OFFICERS

Supervisor Chynoweth shared updates from the last month from the Supervisors Memo. Chynoweth shared that the community need for homeless families has increased in the last month with the addition of the Housing case manager within the Urbana schools. Within the last month the rental assistance cases have also increased. Chynoweth shared client service statistics month to date. Questions and discussion ensued.

VIII. NEW BUSINESS

a. Ordinance No. T-2022-09-004: An Ordinance Approving the Cunningham Township Annual Budget for FY 2022 (Revised - Final)

Presented by Supervisor Chynoweth. Item allows the draft revised budget for FY 21-22 to be adopted as final.

Motion to approve by Trustee Kolisetty and seconded by Trustee Quisenberry.

Vote by roll call.

AYE: Wu, Evans, Hursey, Kolisetty, Wilken, Quisenberry

b. Resolution No. T-2022-09-014R: A Resolution Authorizing the Supervisor to Sign an Agreement with the Channing Murray Foundation for Bucket Brigade Food Delivery

Presented by Supervisor Chynoweth. Item allows for Township to resume the bucket brigade food delivery service in partnership with the Channing Murray Foundation. Executive director of Channing Murray Foundation Emily McGowan was present to support responding to questions.

Motion to approve by Trustee Quisenberry and seconded by Trustee Wilken. Vote by roll call:

AYE: Quisenberry, Wilken, Kolisetty, Hursey, Evans, Wu

NAY: None

c. Resolution No. T-2022-09-015R: A Resolution Authorizing the Supervisor to Sign an Agreement with the State of Illinois for Emergency Solutions Grant for Homeless Services (FY 23)

Presented by Supervisor Chynoweth. Item authorizes Supervisor to sign agreement in order to receive the grant award for the State Emergency Solutions Grant for Homeless Services. Funds will be utilized to continue the emergency housing program Township currently operates.

Motion to approve by Trustee Wilken and seconded by Trustee Wu.

d. Resolution No. T-2022-09-016R: A Resolution Authorizing the Supervisor to Sign an Agreement for Audit Services with Lauterbach & Amen

Presented by Supervisor Chynoweth. Item authorizes a new contract for auditing services with a new vendor because the previous year’s auditor has lost staff and the capacity to continue their contract. The annual presentation of the audit results will be after December. The completed audit will be filed with state prior to calendar year end. Questions and discussion ensued.

Motion to approve by Trustee Wu and seconded by Trustee Hursey.

Vote by roll call.

AYE: Quisenberry, Wilken, Wu, Hursey, Kolisetty, Evans.

NAY: None

IX. ADJOURNMENT

With no further business to come before the Township Board, Chair Wu declared the meeting adjourned at 6:46 p.m.
