City of Hoopeston City Council met Sept. 6.

Here are the minutes provided by the council:

I. CALL TO ORDER BY MAYOR WISE FOLLOWING THE PLEDGE

II. ROLL CALL: Five council members were present: Eyrich, Ferrell, Gonzalez, Lawson and Porth. Ankenbrand, Garrett and Richards were absent.

III. APPROVAL OF AGENDA: Motion by Eyrich second by Ferrell. Agenda was approved 5-0. IV. MINUTES OF PRIOR MEETING: Lawson made a motion seconded by Ferrell. Agenda was approved 5-0.

V. PAYMENT OF BILLS: Motion made by Porth seconded by Lawson. Roll call vote was taken and bills were approved for payment 5-0.

VI. NO PRESENTATIONS

VII. NO PETITIONS TO COUNCIL

VIII. NO PUBLIC COMENT

IX. REPORT OF OFFICERS:

a) Ankenbrand was absent.

b) Eyrich acknowledged city workers and the job they did over the Festival weekend keeping the park and trash cleaned up.

A change order for the additional work on the Washington Street and Alley sewer project was needed. Eyrich made a motion to approve the change needed with a second by Ferrell. Roll call vote was taken and the change was approved 5-0. Eyrich then moved to approve the final payment of $28,465.64 to SNC Construction with a second from Lawson. Roll call vote and the motion was approved 5-0.

c) Ferrell thanked the JC’s for the successful Sweet Corn Festival.

She reported that two more houses had been demolished.

An Electronics Collection is scheduled for October 1 at the park annex from 10 am-2 pm.

d) Gonzalez made a motion to approve a change order from IDOT for additional work done by Ribbe on the street surfacing. Eyrich seconded the motion. Roll call vote approved the change 5-0. Gonzalez then moved to approve the final payment for the change in the amount of $73,807.75 with a second from Lawson. Roll call vote taken and the payment was approved 5-0.

e) Lawson reported that the Police Auxiliary worked a combined 570 hours during the Sweet Corn Festival.

Fire Chief Bird presented information to council on the Dry Rescue truck the department is looking to purchase. Deep South Fire Trucks, Inc. provided a quote for the truck in the amount of $190,000. Lawson made a motion to approve the purchase seconded by Eyrich. Roll call vote was taken and the motion passed 5-0. Chief Bird then informed council that Potomac Blue Grass Fire Department would like to purchase the 1996 Dry Truck for $20,000 from the city. Eyrich moved to approve selling the 96 truck to the Blue Grass Fire Department for $20,000. Ferrell second the motion. Roll call vote taken and the motion passed 5-0.

f) Porth presented the Wage Ordinance for adoption. He made he motion to approve Wage Ordinance 2023-7 and Lawson seconded the motion. Roll call vote was taken and council approved the Wage Ordinance 5-0.

Porth informed council that he has TIF request forms available.

g) Richards was absent.

h) Garrett arrived late at the meeting, making six council members present. He had nothing to report.

X. NO COMMUNICATIONS TO COUNCIL

XII. NO NEW BUSINESS

XIII. MAYOR COMMENTS:

Mayor Wise asked council to approve the hiring of Chris Kelnhofer as Police Chief. Ferrell moved to approve the appointment of Chris Kelnhofer as Police Chief with a second by Lawson. Roll call vote and the motion was approved 6-0.

Lincoln Street has been closed at the CSX Railroad. An agreement finalizing the permanent voluntary closure needs approved. Garrett moved to approve the agreement seconded by Ferrell. Roll call vote was taken and the motion passed 6-0. The city will received $35,000 to help with expenses of the closure. A permanent barrier will need to be installed. Mayor Wise asked council to approve Gabby Carter to the Façade Committee. Porth moved to approve seconded by Garrett. Roll call vote was 6-0 approving Gabby to the committee. The committee consists of Marta Pierce, Robin Lawson, Valerie Hinkle, Emily Brown and Gabby Carter.

XIV. NO EXECUTIVE SESSION

XV. ADJOURN: Ferrell moved to adjourn seconded by Lawson. Council adjourned at 7:35 pm.
