I. Call to Order
Committee Chair Cowart called the meeting to order at 9:05 a.m.
II. Roll Call
A verbal roll call was taken, and a quorum was declared present.
III. Approval of Agenda/Addendum
MOTION by Ms. Straub to approve the agenda; seconded by Ms. Michaels.
Upon vote, the MOTION CARRIED unanimously.
IV. Approval of Minutes – May 6, 2022
MOTION by Ms. Carter to approve the minutes of the May 6, 2022 meeting; seconded by Ms. Straub.
Upon vote, the MOTION CARRIED unanimously.

VII. County & Township Motor Fuel Tax Claims-May 2022
MOTION by Ms. Michaels to receive and place on file the County and Township Motor Fuel Tax Claims for May 2022; seconded by Ms. Straub.
Upon vote, the MOTION CARRIED unanimously.
VIII. Resolution for C-CARTS’s Rebuild Illinois Round II Contract

IX. Resolution Appropriating County Motor Fuel Tax Funds for County Roads Maintenance, Section #19-00000-00-GM
Mr. Blue discussed the need for a resolution appropriating additional Motor Fuel Tax Funds for fiscal year 2019. The road salt for fiscal year 2020 was purchased in 2019. The resolution is cleaning up a clerical error for IDOT.
MOTION by Mr. McGuire to approve the resolution; seconded by Ms. Carter.
Upon vote, the MOTION CARRIED unanimously.
X. Resolution Awarding of Contract for 2022 Pavement Striping of Various County Highways Section #22-00000-00-GM
Next, Mr. Blue discussed the June 9, 2022 letting results for the 2022 Pavement Striping. The bid proposal included striping for County highways and various other entities. Varsity Striping submitted a bid of $122,356.21; the bid was 19.99% over the engineer estimate of $101,970.30. Mr. Blue recommended awarding the contract to Varsity Striping.
MOTION by Ms. Michaels to approve the resolution; seconded by Ms. Straub.
Upon vote, the MOTION CARRIED unanimously.
XI. Other Business
The committee discussed the progress of the DECO grant for Wilbur Heights. Mr. Blue said he has had to resubmit the grant application 4 times because each time the grant administrator has changed, the application had to be resubmitted. Mr. Blue said he did not want to spend Champaign County funds on the engineering and surveying until the grant funding is secured. Mr. Blue recommended reviewing the jurisdictional transfer agreement for the project.
Ms. Carter informed the committee she would be working with the City of Champaign on the Pop-Up Park located at the corner of Hedge Road and Garden Hills.
Ms. Carter said she is also working with the Modified SLEEP Program in the Garden Hills neighborhood. Currently 150 residents have signed up for cameras and/or additional lighting in the community.
