City of Urbana Civilian Police Review Board met Jan. 26.

Here are the minutes provided by the board:

MEMBERS PRESENT: Ricardo Diaz, Tony Allegretti, Tony Rice, Column Wilson 

MEMBERS ABSENT: Katrina Kindle

1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM

∙ Chair Ricardo Diaz called this meeting of the Urbana Civilian Police Review Board to order. Roll was taken. A quorum was present.

2. APROVAL OF AGENDA

∙ Chair Ricardo shared the agenda. The agenda was amended in that the minutes will not be approved until the March 23, 2022 meeting. Tony Allegretti made a motion to approve the amended agenda and it was seconded by Tony Rice. The amended agenda was approved by roll call vote.

3. APPROVAL OF MINUTES

∙ Regular Meeting, December 22, 2021

Minutes not approved, amended agenda moved the Meeting Minutes until March 23, 2022

4. PUBLIC PARTICIPATION

∙ No Public Participation occurred.

5. OFFICER’S REPORT

∙ Carla Boyd, Human Rights & Equity Officer, shared there were no Appeals Hearings scheduled at this time. CPRB Cards are ready for distribution, and the tri-fold is ready but it was requested to add photos of the CPRB members prior to distribution.

6. UNFINISHED BUSINESS

a. Updates on Augmenting the CPRB Manual

Tony Allegretti and Katrina Kindle continue to work on this ongoing progect.

b. Outreach to the Pubic & Member Recruitment

Colum Wilson updated the Board on recruitment efforts, 2 vacancies still remain.

c. CPRB Training

Chair Ricardo Diaz reminded and recommended to the CPRB to do a Police “ride a-long” with Urbana Police Department, as a part of their trainings. And discussed his voluntary Taser participation.

d. Presentation by Community Engagement Coordinator Lemond Peppers

Lemond shared information about his other duties outside of the CPRB as the Community Engagement Coordinator for the City of Urbana, Illinois. He discussed he work with Urbana School District #116, shared his role as the Supervisor of the Self-Made Kingz program, along with several public speaking engagements.

7. NEW BUSINESS

a. Proposed Meeting Time Change for the remainder of 2022.

Due to changes in availability it was proposed to change all of the remaining Regular CPRB Meetings from 5:30 start until 6. Tony Rice made the motion with a second from Colum Wilson. The motion carried by roll call vote.

8. BOARD INPUT AN DCOMMUNICATIONS

a. Board Member comments and announcements.

No comments or announcements shared at this time.

b. CPRB BOARD STATUS

Two vacancies still remain.

c. Time Commitment for Regular meetings and Appeals

Chair Ricardo Diaz shared the monthly time commitment will remain at and or around 6 hours per month, this includes in Appeals Hearings which may be scheduled in the future.

d. APPEALS AND SUGGESTIONS FOR DEALING WITH THEM QUICKER.

All appeals have been suspended at this time by the request of the Appellant.

e. Next Regular Meeting of the CPRB

March 23, 2022 at 6:00p.m.

9. PUBLIC PARTICIPATION

City Council Person Grace Wilken participated and shared input.

10. ADJOURNMENT

∙ Tony Allegretti made a motion to adjourn. Tony Rice seconded the motion. The motion carried by roll call vote, meeting adjourned at approximate 6:24 p.m.
