I. Call to Order
Committee Chair Cowart called the meeting to order at 9:01 a.m.
II. Roll Call
A verbal roll call was taken, and a quorum was declared present.
III. Approval of Agenda/Addendum
MOTION by Ms. Carter to approve the agenda; seconded by Ms. Michaels.
MOTION CARRIED by unanimous roll-call vote.

IV. Approval of Minutes – November 5, 2021
MOTION by Mr. Williams to approve the minutes of the November 5, 2021 meeting; seconded by Ms. Straub.

VII. County & Township Motor Fuel Tax Claims-November & December 2021 MOTION by Ms. Carter to receive and place on file the County and Township Motor Fuel Tax Claims for November and December 2021; seconded by Mr. Passalacqua.

VIII. Resolution Appropriating $200,000.00 from County Bridge Funds for the Repair of Structure #010-3012, County Road 20, Section #19-00075-00-BR
Mr. Blue discussed the need for additional funding for the bridge repair on CH 20 section #19- 00075-00-BR. The original resolution appropriated $500,000 for this project. The low bid received on November 17, 2021 was closer to $600,000. This resolution appropriates the additional funds needed for the overall cost of the project.
MOTION by Ms. Michaels to approve the resolution; seconded by Mr. Williams. MOTION CARRIED by unanimous roll-call vote.

IX. Resolution Appropriating $600,000.00 from Champaign County Motor Fuel Tax Funds for the Improvement of County Highway 20 (Royal Road) Section #20-00455-00-RS
Mr. Blue said this project was bid on the same day as the previously discussed bridge project and is a very similar situation. The project was awarded at the December County Board Meeting. The resolution is appropriating an additional $600,000 for the project. MOTION by Mr. McGuire to approve the resolution; seconded by Ms. Michaels. MOTION CARRIED by unanimous roll-call vote.

X. FY 2022 Budget Review
Mr. Blue discussed the Highway Department funds highlighting the revenue sources for each fund and explaining the major expense categories. The Highway Fund receives revenue primarily from property taxes. He explained that the Highway Fund budget is used primarily for personnel, maintenance, heavy equipment purchases, and everyday expenses. He explained that each year funds are set aside for the Highway Building Capital Fund. This is where funds accumulate until capital repairs are necessary. Next, he discussed the County Bridge Fund. The revenue for this fund is from property taxes and the funds are used to fix and replace bridges. The revenue from the State of Illinois gas tax is deposited into the Motor Fuel Tax Fund for road and bridge maintenance and improvements. The Federal Aid Matching Fund property tax revenue is set aside to match Federal projects that require local matching funds. Lastly, he discussed the IDOT REBUILD Grant. Champaign County will receive 5.8 million dollars of REBUILD funds which must be spent by 2025. The REBUILD funds are for transportation projects with an average life greater than 13 years.
Mr. Blue stated he would email the Highway Committee Members the web link for viewing the Motor Fuel Tax Allocations received the last several years.
