City of Hoopeston City Council met Dec. 11.

Here are the minutes provided by the council:

I. CALL TO ORDER 9:12 AM: Jeff Wise called meeting to order taking Mayor Pro Tem Lourdine Florek’s place to run the meeting.

II. ROLL CALL: Six council members present: Eyrich, Ferrell, Lawson, Porth, Richards and Wise. Florek and Garrett were absent.

III. APPROVAL OF AGENDA: Motion by Richards, second by Ferrell. Approved 6-0.

IV. PAYMENT OF BILLS: Motion by Richards, second by Ferrell. Roll call vote 6-0 approved bills.

V. FINANCIAL OVERVIEW: Porth reported on expenditures for the first round of ARPA Funds. Ongoing miscellaneous expenses, a UTV purchase for Street and Alley department, and the remaining costs needed for the construction of the EMA/Auxiliary building plus any future costs incurred to finish the building will cause the expenditures to exceed the amount we have received by approximately $77,000 plus for the first round of ARPA funds received which was $340,472.27. Discussion to suspend EMA/Auxiliary building construction. Will put on agenda for next council meeting for a vote. Wise reported he has found a company that would be able to put on Fireworks for the City next year at slightly higher rate than previous years. Discussion on TIF Funds, boundaries, and eligibility. Bill Goodwine was in attendance to answer questions from council members. Porth presented the new proposed Liability and Workman’s Comp insurance. There was a 2.5% increase from last year. Discussion on Perpetual Care for the Cemetery. Eyrich will be having a Cemetery Committee meeting to discuss closing the account and the legalities that go along with Perpetual Care. Discussion on Reserves and Police Pension. Police Pension was underfunded for many years. The City is now trying to catch up with the amount that should be in the Police Pension Fund. Bill Goodwine explained how the City has some reserves in place, but also owe the Police Pension more than what is in the Reserves. This means the City really does not have reserves since we still owe the Police Pension Fund. Discussed employee raises based on the rise of minimum wage and inflation.
