City of Urbana Cunningham Township Board met Dec. 13.

Here are the minutes provided by the board:

The Cunningham Township Board met in regular session at 6:30pm. Due to the Governor and Mayoral Emergency Declarations, this meeting was conducted by virtual attendance via Zoom.

ELECTED OFFICIALS PHYSICALLY PRESENT:

Chair: Diane Wolfe Marlin

Township Clerk: Phyllis D. Clark

ELECTED OFFICIALS PRESENT VIA TELECONFERENCE:

Trustees: Maryalice Wu, Chris Evans, Shirese Hursey, Jaya Kolisetty, Chaundra Bishop, Grace Wilken, James Quisenberry

Supervisor: Danielle Chynoweth

Assessor: Wayne Williams

ELECTED OFFICIALS ABSENT: None

OTHERS PRESENT: Frederic Grosser, Bourema Ouedraogo

I. ROLL CALL

With a quorum virtually present, Chair Marlin called the meeting of the Cunningham Township Board to order at 6:32pm.

II. APPROVAL OF MINUTES

a. November 8th, 2021

b. November 29th, 2021 Special Meeting

Motion by CM Wu to approve and seconded by CM Quisenberry.

AYE: Wu, Evans, Hursey, Kolisetty, Quisenberry, Bishop, Wilken

NAY: None

III. ADDITIONS TO THE AGENDA

None.

IV. PUBLIC INPUT

None.

V. COMMITTEE TO VERIFY BILLS

a. Town Fund

b. General Assistance Fund

Danielle Chenoweth, Supervisor, presented expenditures of $52,137.38 from Town Fund, $73,228.66 from GA Fund, and a combined total of $125,466.04. Provided client service statistics for month to date.

Motion to approve by CM Quisenberry and seconded by CM Bishop.

Questions and discussion ensued.

VI. REPORTS OF OFFICERS

Supervisor Danielle Chenoweth provided an update on COVID cases and spread at the local level. Explained the rental assistance options available through Cunningham Township, IDHS, and Regional Planning. Described the house warming program Township offers to help formerly homeless residents furnish their new homes. Gave updated service statistics for month to date. Questions and discussion ensued.

VIII. NEW BUSINESS

a. Audit Presentation

Supervisor Danielle Chynoweth presented on the FY 2021 Audit. Stated that it was a clean and smooth audit process with no significant findings. Audit is currently on file at the City Clerk’s office and at the Township office as well as online. Questions and discussion ensued.

b. Ordinance No. T-2021-12-003: An Ordinance Levying Taxes for all Town Purposes for the Town of Cunningham, Champaign County, Illinois, for the Tax Year 2021, collectible in 2022.

Presented by Danielle Chynoweth Cunningham Township Supervisor. Allows Cunningham Township to set their annual tax levy. The proposed levy includes anticipated variances and takes tax caps into account.

Motion to approve by CM Wu and seconded by CM Wilken.

Questions and discussion ensued.

c. Resolution No. T-2021-12-019R: A Resolution Authorizing the Township Supervisor to Execute a Lease Agreement with the New Lincoln Square LLC for Use of Space for the Township Assessor

Presented by Wayne Williams the Cunningham Township Assessor. This resolution allows the Supervisor to renew the lease in Lincoln Square for the Assessor’s office space through 2022. There are no changes in rent from the previous year’s lease. Questions and discussion ensued. Motion to approve by CM Quisenberry and seconded by CM Kolisetty.

NAY: None

d. Approval of Township Board Meeting Schedule

Presented by Mayor Marlin.

Motion to approve by CM Bishop and seconded by CM Wu. Questions and discussion ensued.

Motion to amend the schedule for Town Board meetings to starting at 6:00 PM by CM Bishop and seconded by CM Wilken.

AYE: Evans, Kolisetty, Bishop, Wilken, Quisenberry

NAY: Wu, Hursey

Motion to approve schedule as amended by CM Bishop and seconded by CM Wu.

IX. ADJOURNMENT

With no further business to come before the Township Board, Chair Marlin declared the meeting adjourned at 7:26 PM.
