Committee Members 

Present: Lorraine Cowart (Chair), Titianna Ammons (via Zoom), Samantha Carter (via Zoom), Jim McGuire, Diane Michaels, Jennifer Straub (via Zoom)

Absent: Brad Passalacqua

County Staff: Jeff Blue (County Engineer), Michelle Carter (Recording Secretary)

I. Call to Order

Committee Chair Cowart called the meeting to order at 9:02 a.m.

II. Roll Call

A verbal roll call was taken, and a quorum was declared present.

III. Approval of Agenda/Addendum

MOTION by Ms. Michaels to approve the agenda; seconded by Ms. Straub.

MOTION CARRIED by unanimous roll-call vote.

IV. Approval of Minutes – April 9, 2021

MOTION by Ms. Straub to approve the minutes of the April 9, 2021 meeting; seconded by Ms. Michaels.

VIII. County & Township Motor Fuel Tax Claims-April 2021

MOTION by Mr. McGuire to receive and place on file the County and Township Motor Fuel Tax Claims for April 2021; seconded by Ms. Michaels.

MOTION CARRIED by unanimous roll-call vote.

IX. Petition Requesting and Resolution Approving Appropriation of Funds from the County Bridge Fund, Rantoul Township, #21-20111-00-BR

Mr. Blue informed the committee a box culvert located between sections 24 & 25 in Rantoul Township needs replaced. The cost to replace the culvert is estimated to be $24,900.00.

MOTION by Ms. Michaels to approve the resolution; seconded by Ms. Cowart.

MOTION CARRIED by unanimous roll-call vote.

X. Resolution Awarding of Contract for a Railroad Crossing Upgrade on County Road 2200N and Appropriating $110,000.00 from County Highway Funds for Section #15-25442-00-SP Mr. Blue discussed a Railroad Crossing upgrade on 2200N in Somer Township. Illiana Construction Company submitted the only bid of $109,469. Mr. Blue said this is a unique project and the bid amount is significantly higher than the engineer estimate of $89,160. Mr. Blue said the Champaign County Highway Department is fronting the funds and the project will be reimbursed by the Illinois Commerce Commission.

MOTION by Ms. Michaels to approve the resolution; seconded by Mr. McGuire.

MOTION CARRIED by unanimous roll-call vote.

XI. Resolution for Contract Award Authority Road Striping 2021

Mr. Blue requested Award Authority for the 2021 Road Striping in Champaign County if the bid is within ten percent of the engineer estimate.

MOTION by Mr. McGuire to approve the resolution; seconded by Ms. Straub.

MOTION CARRIED by unanimous roll-call vote.

XII. Other Business

Mr. Blue discussed a Budget Amendment for the County’s Final Share for a completed project on Ch 13.

Mr. Blue invited the committee to a scheduled press conference by the Illinois Governor on May 11, 2021 highlighting 2 projects in Champaign County using REBUILD Illinois Funds.

Ms. Cowart stated that items IX thru XI be placed on the consent agenda.
