City of Gibson City Council Met June 1.

Here is the minutes provided by the council:

Call to order by Mayor Daniel Dickey at 7:00 pm.

Roll Call:  Ward #1 Susan Tongate, Present; Greg Houtzel, Absent

Ward #2 Randy Wyant, Present; Aaron Franks, Present

Ward #3 Scott Davis, Present; Michelle Celeschi, Present

Ward #4 Dennis Pardick, Present; Denis Fisher, Absent

Others present: Assist. Administrator Peg Stalter, Tyler Martin – employee candidate, City Attorney Marc Miller

Pledge of Allegiance was led by Alderman Scott Davis.

Mayor Dickey asked council if they had all taken time to read the new Ordinances being presented, response was unanimous yes.

At this time, Motion was made by Alderman Susie Tongate to pass Ordinance # 2021-O-04, Amending Chapter 38, Article 1, Divisions I & II of the Revised Code of Ordinances of Gibson City, Illinois, to create the positions of Water Superintendent & Wastewater Superintendent.

2nd made by Alderman Randy Wyant. Discussion – Alderman Wyant explained that it is the belief that our current Superintendent Randy Stauffer intends to retire in July 2021, and in anticipation of that, the council has created two new positions, Water Superintendent and Wastewater Superintendent. No further discussion, motion passed 6-0.

Next Ordinance, An Ordinance Creating Chapter 1, Article II, Division XI of the Revised Code of Ordinances of Gibson City, Illinois, to create the position of Safety Manager. Motion was made by Alderman Aaron Franks to accept Ordinance 2021-O-05, 2nd by Alderman Dennis Pardick. Roll call vote, motion passed 6-0.

At this time, Mayor Daniel Dickey appointed Tyler Martin to the position of Water Superintendent, and to the position of Safety Manager, stating that with council approval, he would like Tyler Martin to begin as soon as possible. Alderman Aaron Franks made the motion to approve the appointment of Tyler Martin as Wastewater Superintendent @ $60,000 annually and as Safety Manager @ $5,000 per year, and 2 weeks vacation the first year; 2nd made by Alderman Susie Tongate. Roll call, motion passed 6-0.

Alderman Wyant stated that current Superintendent Stauffer is still Acting Superintendent until his retirement, and Tyler Martin will begin as Water Superintendent and Safety Manager officially on June 14, 2021, so that Stauffer and Martin have a couple of weeks working together for the transition.

Last item, Motion by Alderman Celeschi to approve pay raises for all non-union hourly employees in the amount of 3.5% increase, retroactive to May 1, 2021. 2nd by Alderman Tongate. Discussion explained this percentage has historically been matched with the Fraternal Order of Police changes, so that all employees are treated equally. Roll call vote, motion passed 6-0.

Motion to Adjourn made by Alderman Pardick, 2nd by Alderman Davis, motion approved unanimously.
