Village of Fisher Board of Trustees Met March 11.

Here is the minutes provided by the board:

The meeting was called to order at 6:00 p.m. Roll was called. Present were President Bayler, Trustees Estes, Seidelman, Ponton, Deer and Spaulding. Absent were Trustee Henderson and Clerk Moore. Minutes were taken by Attorney Marc Miller. 

President Bayler led everyone in the Pledge of Allegiance. 

Trustee Seidelman made a motion to approve the agenda with a second by Trustee Ponton. The motion carried. 

Trustee Estes made a motion to approve the minutes of February 11, 2021 with a second by Trustee Spaulding. The motion carried. 

The meeting was then opened up for public comment. Dan Sloat raised concerns about nuisance vehicles in the Village. 

The President gave his report. The new lights from Ameren are in. American Water has hired a contractor to fix some Village roads torn up during the winter. Engineer Tom Overmeyer will do the survey of the new ball park as part of his topographical survey at no extra charge. There was discussion about a new bridge. 

The President stated that received an email from the State that there will be a distribution of Federal corporate funds of $19 billion of which the Village should get about .239% There is no sense of the timing of any distribution. 

There was a motion by Trustee Estes to approve payment of the non-TIF claims and warrants as presented with a second by Trustee Deer Roll call vote: 

Estes-Aye, Seidelman-Aye, Ponton-Aye, Deer-Aye and Spaulding-Aye. The motion carried. 

There was a motion by Trustee Estes to approve payment of the TIF claims as presented with a second by Trustee Deer Roll call vote: 

Estes-Aye, Seidelman-Aye, Ponton-Abstain, Deer-Aye and Spaulding-Abstain. The motion carried. 

Trustee Estes gave an update on Finance and TIF. 

Trustee Deer gave an update on Public Works. 

Trustee Ponton and Chief Bein gave an update on the police department. 

Trustee Seidelman gave an update on Parks & Recreation.

There was a motion by Trustee Estes to approve changing the Village employee retirement plan to require that employees must be employed by the Village for at least 3 months prior to being able to participate and cannot fully vest into the plan until after one year of employment with the Village with a second by Trustee Spaulding Roll call vote: 

Estes-Aye, Seidelman-Aye, Ponton-Aye, Deer-Aye and Spaulding-Aye. The motion carried. 

Trustee Deer made a motion to adjourn the meeting with a second by Trustee Spaulding. The motion carried. 

The meeting was adjourned at 6:58 p.m.
