Committee Chair Cowart called the meeting to order at 9:00 a.m.

A verbal roll call was taken, and a quorum was declared present.
III. Approval of Agenda/Addendum

IV. Approval of Minutes – February 5, 2021

VII. County & Township Motor Fuel Tax Claims-February 2021
MOTION by Mr. McGuire to receive and place on file the County and Township Motor Fuel Tax Claims for February 2021; seconded by Mr. Passalacqua.

VIII. FY 2022 Section 5311 Rural Public Transportation and Downstate Operating Assistance Program (DOAP) Applications for Champaign County Area Rural Transit System (C-CARTS) A. Resolution Authorizing Execution and Amendment of Section 5311 Grant Agreement B. Public Transportation Applicant Ordinance
C. Resolution-Acceptance of the Special Warranty
Samuel Stewart, CCRPC/Program Compliance Oversight Monitor provided information for the Champaign County Area Rural Transit System (C-CARTS). Mr. Stewart said for Champaign County to continue to receive rural public transportation operating funding they are required to submit grant applications annually for Section 5311 (Rural Public Transportation) and Illinois Downstate Operating Assistance Program (DOAP). The grants are awarded annually based on the Illinois Department of Transportation’s fiscal year (July 1, 2021-June 30, 2022). The resolution for Acceptance of Special Warranty is also required as part of the Federal and State grant applications. The total federal and state request for FY 2022 is $877,723, which is the same amount requested in FY 2021. The committee requested the Special Warranty attachment be included with the documents for the consent agenda.

IX. Applied Research Associates, Inc.-Pavement Management System Update 2021-2025 Bill Vavrik, Vice President and Principal Engineer with Applied Research Associates, Inc. (ARA) provided information on the Champaign County Highway Department’s pavement management system (PMS). Mr. Vavrik stated that ARA manages the PMS through a multiyear contract with the County. The PMS is used to evaluate, assess, and mange approximately 400 lane-miles of County maintained roads in Champaign County. The goal is to keep roads in as good as condition as we can with limited resources. The long-life treatment strategy, using the right treatment, on the right road, at the right time. The overall condition of the roads has increased steadily since 2006. Preventive maintenance extends the life of the road. Mr. Summers asked about the use of hot in place recycling in Champaign County. Mr. Blue discussed several roads where hot in place recycling has been used.
X. Resolution Appropriating an Additional $250,000 from County Bridge Funds for the Replacement of Structure #010-0224, CH 13 Section #19-00077-00-BR
Mr. Blue informed the committee that additional funds were needed for the bridge replacement on County Highway 13. The estimate was originally for the replacement of a triple box culvert however a bridge replacement is needed. In February 2020, $400,000 was previously appropriated. The updated cost of replacing the bridge including preliminary engineering is now estimated to be $650,000.

XI. Resolution Awarding of Contract for Bridge Deck Replacement Section #19-00080-00-BR Mr. Blue discussed the bridge letting results for County Highway 11 held on March 2, 2021. He stated that four bids were received with Big O Services submitting the lowest bid amount of $544,189.50. Mr. Blue recommended the bridge deck replacement on County Highway 11 be awarded to Big O Services.
MOTION by Ms. Michaels to approve the resolution; seconded by Ms. Cowart.
