City of Gibson City Council met April 12.

Call to order by Mayor Daniel Dickey at 7:00 pm.

Others present: City Attorney Marc Miller, Assist. Administrator Peg Stalter, Chief Adam Rosendahl, City Superintendent Randy Stauffer, Jan Hall (WGCY), Jean Noellsch (Ford County Chronicle), Pastor Nick Carlson, Pastor Esther Alexander, and Nelson Cuevas (New Beginnings Church) , Marc Petersen (Sand Trap), Mike Friend (Farnsworth Group).
Pledge of Allegiance was led by Jr. Alderman Aaron Kafer.
Approval of Council Minutes for March 22. Alderman Wyant moved to approve the March 22nd minutes; seconded by Alderman Houtzel. MC 8-0.
Mayor Dickey recognized visitors: 1.) Mike Friend of Farnsworth, 2.) Nelson Cuevas of New Beginnings Church announced that they will be sponsoring a Health Fair on May 7 from 10 am to 2 pm in the lot next to the church and asked if they can use at least ½ of the lot with the use of barricades. Council approved, 3.) Jan Hall asked permission to decorate the pots downtown with volunteers to help. Council approved and thanked Jan for her work to make the downtown look festive.
COMMITTEE REPORTS: Alderman Pardick reported that his committee met on April 12 to discussion suggested revisions to the Employee Manual. Alderman Tongate chaired the discussion. Alderman Tongate also reported that the Pool Committee will open the pool with dates to be announced.
OLD BUSINESS:
Consideration of Ordinance vacating an alley located between 628 S Sangamon and Church Street. This item was tabled to a future meeting.
APPROVAL OF BILLS:
TIF3 checks – Alderman Fisher moved to approve payment of 2 TIF2 checks for $3.178.65; second by Alderman Pardick. MC 7-0. Alderman Davis abstained.
TIF2 checks – Alderman Fisher moved to approve payment of 4 TIF2 checks for $18.221.20; second by Alderman Davis. MC7-0. Alderman Houtzel abstained.
General Fund Bills for $ 184,036.32. Alderman Wyant moved to approve payment of the general bills; second by Alderman Pardick. MC 8-0.
NEW BUSINESS:
Consideration of a Special License for the Sand Trap in conjunction with the Joe Hafer Fundraiser of May 16, 2021 with an outside band. Marc Petersen of the Sand Trap requests a Special Permit on Sunday May 16 from 3 pm to 7 pm with fencing outside around the area and a live outside band. Alderman Pardick moved to approve a Special License for outside band on Sunday, May 16 from 3 – 7 pm with fencing in the area for a fee of $1.00; second by Alderman Wyant. MC 8-0
Consideration of Special Liquor License for the Sand Trap on June 11, 2021 in conjunction with the Chamber Fish Fry. After a brief discussion, Alderman Franks asked that this be tabled; second by Alderman Kafer. MC 8-0.
Consideration of a Special Liquor and Event license in conjunction with the Harvest Fest on September 10/11 from 10 am to 12:45 am. Marc Petersen reported that the Chamber will be getting the licenses since it is a Chamber event. Alderman Pardick moved that the Chamber Harvest Fest on Sept 10/11 be granted a Special Event and Liquor License for the fee of $1.00, with fencing to be placed in the area as in previous years; second by Alderman Tongate. MC 8-0. Marc Petersen also reported that the had met with Ameren reps. concerning installation of the electrical box, but has not heard back from them.
Consideration of Clean up Day. After discussion, June 5th was set as Clean Up Day with hours to be announced. Alderman Franks moved to approve City Clean up Day on June 5th; second by Alderman Tongate. Mayor Dickey poled the council with 8 ayes.
Alderman Pardick moved to enter into Executive Session pursuant to 5ILCS 12/02 c (1) to consider the employment/ compensation of 1 or more City Employees. MC 8-0.
Return to open session for adjournment.
Announcements: Alderman Aaron Kafer announced that he will be moving to Fisher and that this would be his last Council meeting. The council thanked him and daughter Alex Kafer for their service.
Adjourn: Alderman Pardick moved to adjourn the meeting; second by Alderman Franks. MC 8 /0.
