Village of Fisher Board of Trustees Met Nov. 12.

Here is the minutes provided by the board:

The Regular Board of Trustees meeting was held at 6:00 p.m. at the Community Center. Roll call: Deer-present, Estes-present, Henderson-present, Ponton-present, Seidelman-present, Spaulding-present, Bayler-present.

Motion by Seidelman, 2nd by Henderson to approve the agenda. Voice Vote: all yes. Motion carried.

Motion by Estes, 2nd by Spaulding to approve minutes from the prior meetings. Voice vote: all yes. Motion carried.

Public Comment: Dave Cwiklowski spoke to the board about a neighbor with motor vehicle code violations of no plates and parking in excess of 48 hours. He has been spoken to by Chief Bein and things are starting to get cleaned up.

Village Presidents Report: President Bayler received an email from Chris Briggs regarding 106 W. Sangamon asking for assistance from the Village in getting the property cleaned up. Chief Bein has sent a notice to the property owners. He also thanked Birkey Brothers for putting up the Christmas lights. He along with Trustee Estes spoke about the TIF meeting. The TIF is overall in great shape.

Village Administrator Report: Nothing.

Motion by Spaulding, 2nd by Seidelman to approve payments of claims and accounts from the General Fund. Roll call vote: Estes-yes, Henderson-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Deer-yes. Motion carried.

Motion by Seidleman, 2nd by Deer to approve payments of claims and accounts from TIF. Roll call vote: Henderson-abstain, Ponton-abstain, Seidelman-yes, Spaulding-abstain, Deer-yes, Estes-abstain. Motion carried.

Committee Reports

Finance & TIF: Nothing.

Public Works: Area garbage was spoke to and the garbage is being picked up in the same day. The service has improved since the letter was sent to them.

Judiciary: Chief Bein submitted his report to the board. There are issues with speeding on certain streets again.

Parks & Recreation: Nothing.

OLD BUSINESS: Motion by Ponton, 2nd by Spaulding to award the engineering and design for the North First Street project to Knight. Roll call vote: Ponton-yes, Seidelman-yes, Spaulding-yes, Deer-yes, Estes- yes, Henderson-yes. Motion carried.

NEW BUSINESS:

Motion by Estes, 2nd by Henderson to approve Ordinance 20-14 Annual Tax Levy. Roll call vote: Seidelman-yes, Spaulding-yes, Deer-yes, Estes-yes, Henderson-yes, Ponton-yes. Motion carried.

The pedestrian crossing signs at the corner of Third Street and Park Street will be moved closer to the corner.

Motion by Spaulding, 2nd by Ponton to approve transmission replacement on 2011 Chevrolet Impala police squad car not to exceed $2,500.00 to Crawford Transmission. Roll call vote: Spaulding-yes, Deer- yes, Estes-yes, Henderson-yes, Ponton-yes, Seidelman-yes. Motion carried.

Motion by Seidelman, 2nd by Deer to award the engineering and design for the Sangamon Street pedestrian bridge to Clark Dietz not to exceed $15,000.00. Roll call vote: Deer-yes, Estes-yes, Henderson-yes, Ponton-yes, Seidelman-yes, Spaulding-yes. Motion carried.

The consideration to award the engineering and design for the softball field project has been tabled.

Motion by Estes, 2nd by Deer to direct the Village Treasurer to proceed with the redemption of the 2013 Series Debt Certificates. Roll call vote: Estes-yes, Henderson-yes, Ponton-yes, Seidelman-yes, Spaulding- yes, Deer-yes. Motion carried.

The discussion of location and approval of possible street lights on Lincoln Street and Heritage has been tabled.

There was no media present.

Motion by Spaulding, 2nd by Seidelman to enter Executive Session pursuant to 5 ILCS 120/2 (c)(1), for the limited purpose of discussing the employment, performance and/or compensation of one or more employees of the Village. Roll call vote: Henderson-yes, Ponton-yes, Seidelman-yes, Spaulding-yes, Deer-yes, Estes-yes. Motion carried. Time: 7:08 pm

Motion by Seidelman, 2nd by Spaulding to approve a salary adjustment of $2,100.00 per year to Brenda Cook with the new title of Public Works Lead. Roll call vote: Ponton-yes, Seidelman-yes, Spaulding-yes, Deer-yes, Estes-yes, Henderson-yes. Motion carried.

Motion by Deer, 2nd by Estes to adjourn. Voice vote: all yes. Motion carried. Time: 7:22 p.m.
