City of Gibson City Council met Nov. 23.

Here is the minutes provided by the council:

Call to order at 7:04 pm via ZOOM by Mayor Dan Dickey. Mayor Dickey asked Alderman Scott Davis to record the meeting and make available to the City Clerk.

Roll Call:  Ward #1      Susan Tongate, present; Greg Houtzel, present

Ward #2      Randy Wyant, present; Aaron Franks, present

Ward #3      Scott Davis, present; Aaron Kafer, present

Ward #4      Dennis Pardick, present; Denis Fisher, present

Jr Alderman Abby Spiller, absent; Jr. Alderman Alex Kafer, absent

Others present: Jan Hall (WGCY).

Pledge of Allegiance was not recited due to meeting being held via Zoom.

Approval of Council Minutes: Alderman Dennis Pardick moved to approve the minutes of November 9, 2020; second by Alderman Randy Wyant. The correction to the minutes was that Mayor Pro-Tem Scott Davis recognized any visitors. Alderman Dennis Pardick and Alderman Randy Wyant amended their motion and 2nd to make that correction. MC 8-0.

Mayor Dickey recognized visitors: None

Treasurer’s Report: No report

Administrative Report: No report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Aaron Franks offered no report.

Street and Alley – Alderman Greg Houtzel offered no report.

Police/Health, Light and Nuisance – Alderman Aaron Kafer offered no report.

Finance /Efficiency Committee –Alderman Scott Davis offered no report.

Personnel Committee – Alderman Dennis Pardick offered no report.

Water and Sewer –Alderman Randy Wyant offered no report.

Parks / Buildings / Technology – Alderman Susie Tongate offered no report.

Economic/Industrial Development –Alderman Denis Fisher offered no report.

OLD BUSINESS: none

APPROVAL OF BILLS:

A) General Fund Bills for $ 84,331.25. Alderman Denis Fisher moved to approve payment of the general bills; second by Alderman Greg Houtzel. MC 8-0.

B) TIF2 check: One (1) check for $ 92,104.39. Alderman Randy Wyant moved to approve payment of the one (1) TIF2 check; seconded by Alderman Scott Davis. MC 7-0. Alderman Greg Houtzel abstained.

NEW BUSINESS:

A) Consideration of Tax Levy Ordinance 2020-O-12 of the City of Gibson City, IL for 2020-2021. Alderman Dennis Pardick moved to approve Ordinance 2020-O-12 as presented; second by Alderman Scott Davis. MC 8-0.

B) Consideration of paying for ½ of the Installation of the Basement Drain Line Check Valve for 320 E 9th Street. Alderman Randy Wyant moved to table this item to the next meeting; second by Alderman Denis Fisher. The Council agreed to table with 8 ayes.

C) Consideration of Employee Year End Adjustment. Alderman Dennis Pardick moved to approve the Employee Year End adjustment of $100 Gibson City Bucks to full time employees and $50 Gibson City Bucks to part time employees; second by Alderman Susie Tongate. MC 8-0.

Adjourn: Alderman Dennis Pardick moved to adjourn; second by Alderman Greg Houtzel, 3rd by Alderman Aaron Franks. Council was polled with 8 ayes/ 0 objections.
