City of Hoopeston City Council met Nov. 3

Here is the minutes provided by the council:

Pledge of Allegiance

i. Call to order by Mayor Crusinberry.

ii. Roll Call:  Council members present:  Ankenbrand, Florek, Goodwine, Lawson, McElhaney and Wise.

iii. Ankenbrand moved to approve agenda seconded by Florek.  Agenda was approved 6-0.

iv. Goodwine moved to approve the minutes with a second by Ankenbrand.  Minutes were approved 6-0.

v. Florek moved to approve payment of bills seconded by Lawson.  Bills were approved for payment by roll call vote 6-0.

vi. No presentations.

vii. No petitions to Council.

viii. Report of Officers:

A)  Ankenbrand had nothing to report.

B)  Florek had no water report.  She announced that a press release about the Sesquicentenial has been sent out asking for entries for a logo.

C)  Goodwine announced a Joint Review Board Meeting Wednesday at 9:30. Also he reported that a change in the bulk garbage collection will begin Saturday November 21st.  The time will be changed to 7:30 to 10:30 a.m. on the first and third Saturday of each month.

D)  Wise reported Street and alley clean-up is finishing up.  Leaf removal will begin Monday Nov. 9th.  Leaves are to be left on the right of way, not on the street in the gutters.  Some sidewalks will be looked at as some have become a tripping hazard.

E)  Lawson had nothing to report.

F)  McElhaney had nothing to report.

ix. No Communications

x. Unfinished Business:  EMA Director Hardcastle announced that City Hall will be closed until further notice because of COVID 19 restrictions.  He also reported new furniture has been purchased for the conference room as well as a video center installed in council chambers.

xi. New Business: Work is ongoing at the Pizza Hut building but no information on it.

xii. Mayor Comments:  A co-op agreement from Vermilion County Housing Authority has been received.  He and Attorney Wessner are looking into the agreement as there are questions about the agreement.

Property Updates:

Hoopeston Plumbing and Heating Building:  letter is being re-sent to Brian Suiter’s sibling.  If it comes back with no response further action may bae pursued.

BZZZ’s Bar:  The owner’s court date for City Court has been rescheduled due to COVID 19 restrictions.  If the building is deemed a Dangerous Building the city can give a time frame for it to be torn down.

Country Side Mall:  There has been no response by the owner.  A citation for a dangerous building will be sent.

Petitions are available for city offices for the April election.

The mayor has learned that Houmes and Yaden must submit a signed and notarized letter stating their resignation from office to be official.

xiii. Public Comment:  Wise had observed the election well and was busy all day.

xiv. No Executive Session

xv. Adjourn:  Ankenbrand moved to adjourn seconded by Wise.  Council adjourned at 7:38 p.m.
