City of Hoopeston City Council met July 21.

Here is the minutes provided by the council:

Prior to the regular council meeting, the appropriation ordinance hearing was held at 6:45 p.m.

CALL TO ORDER 

Mayor Crusinberry called the meeting to order at 7:00 p.m. leading with the Pledge of Allegiance.

ROLL CALL 

Clerk Lane conducted roll call. All eight council members were present as was Attorney Wessner.

APPROVAL OF AGENDA 

Alderman Ankenbrand moved to approve the agenda seconded by Houmes. Agenda was approved 8-0.

APPROVAL OF MINUTES OF PRIOR MEETING 

After corrections made to the July 7th meeting to the vote on the Emergency Declaration, Houmes moved to approve the minutes with a second by Lawson. Minutes were approved as corrected 8-0.

PAYMENT OF BILLS 

Alderman Houmes moved to approve payment of bills seconded by Florek. Roll call vote approved payment of bills 8-0.

NO PRESENTATIONS NO PETITIONS TO COUNCIL

REPORT OF OFFICERS 

a) Alderman Ankenbrand reported that the police department has hired Ryan Garfield as a full-time police officer beginning August 5, 2020. He has been part time and has moved to Hoopeston. 

At the request of Humane Officer Sherry Klemme, requesting the city look at an ordinance to allow chickens within the City, Ankenbrand introduced an ordinance laying out the guidelines. He based the information on Champaign's ordinance and would include a license fee. He asked the council members and residents to weigh in on the topic and would like to bring it up at next council meeting for review. Currently chickens and other fov being owned illegally and are being allowed to roam free. 

Ankenbrand announced that there will be a sale this Saturday of surplus items at Honeywell School.

b) Alderwoman Florek reported the splash pad is open and working. She also said test readings are being done for copper and lead.

c) Alderman Goodwine discussed the appropriation ordinance and made the motion to adopt the ordinance. Ankenbrand seconded the motion. Roll call vote was taken with Aldermen Ankenbrand, Florek, Goodwine, Houmes, Lawson, McElhaney and Wise voted aye while Alderman Yaden voted no. Appropriation Ordinance 2021-1 was adopted 7-1.

d) Alderman Wise presented the contract with the Illinois Dept of Transportation for the Thompson Ave project. The motion to approve spending not more than $238,747 for services with Donahue and Associates was made by Wise. Lawson seconded the motion. Roll call vote 8-0 approved Resolution 2021-5 to approve the contract.

e) Alderman Yaden had nothing to report.

f) Alderman Houmes announced a park committee meeting for Thursday July 6. The Demo Derby and details on obtaining playground equipment from Honeywell will be discussed.

g) Alderwoman Lawson had nothing to report other than the new fire truck is now in service.

h) Alderman McElhaney had nothing to report.

MAYOR COMMENTS 

Mayor Crusinberry has talked with Mike Davis regarding an agreement with the Land Bank Authority. The house at 601 $ First Street does have asbestos on the property so will need Class 2 clean up. There must be lined containers and the estimated cost is $6,000 or more to dump. The EPA has received the Mayor's response regarding the Essex building but has no other answer at this time. Bzzz's Bar building is becoming dangerous with flashing coming loose so the area in front of it has been barricaded off. The claims adjustor needs contacted again.

Alderman Ankenbrand moved to adjourn seconded by Yaden. Council adjourned at 7:59 p.m.
