Approval of Council Minutes: Alderman Dennis Pardick moved to approve the minutes of March 9, April 16 (ZOOM), May 11 (ZOOM) and June 14 (ZOOM), 2020; second by Alderman Susie Tongate. MC 5-0.
Mayor Dickey recognized visitors: Roy Acree and Courtney Acree.
Treasurer’s Report: No report.
Administrative Report: Admin Assistant Peg Stalter offered no report. City Clerk Carla Moxley entered into the minutes that Aldermen Scott Davis and Greg Houtzel had signed the required documents stating that they had interest in TIF 3 and TIF 2 respectively.

APPROVAL OF BILLS:
A.)General Fund Bills for $ 108,474.99. Alderman Scott Davis motioned to approve payment of the bills totaling $ 108,474.99; second by Alderman Denis Fisher. MC 5-0.
B.)TIF2 checks (1) one for $570.00. Alderman Susie Tongate moved to approve payment of the one (1) TIF2 check for $570.00; seconded by Alderman Dennis Pardick. MC 5-0.
NEW BUSINESS:
A) Consideration of a Sidewalk Cafe Permit and class ‘O’ Liquor License for Burgers & Beer. Alderman Aaron Kafer moved to approve a sidewalk café permit and Class O Liquor License for Burgers & Beer; seconded by Alderman Susie Tongate. MC 5-0.
B) Consideration of an engineering contract with Donohue & Assoc amending a Prior contact to add some bidding services. Alderman Dennis Pardick oved to approve the amended contract as presented; second by Alderman Denis Fisher. MC 5-0.
C) Consideration of FY2020 Audit Engagement Letter with Kemper CPA Group. Alderman Scott Davis moved to approve Kemper CPA Group for the FY2020 Audit; second by Alderman Susie Tongate. MC 5-0.
D) of Resolution 2020-R-03, FY 2020-2021 Regular Council Meeting Dates. Alderman Dennis Pardick moved to approve Resolution 2020-R-03; second by Alderman Aaron Kafer. MC 5-0.
E) Alderman Dennis Pardick moved to enter into Executive Session pursuant to 5ILCS 12/02 © (1) to consider the employment/ compensation of 1 or more city employees; second by Alderman Aaron Kafer. MC 5-0.
F) Return to Open Session for the approval of employment/ compensation of 1 or more city employees. Alderman Dennis Pardick moved to approve the hiring of Roy Acree as Captain for GCPD, for a 3-year commitment, starting salary $65,000 plus 2 week’s vacation and 20 personal hours, starting Sunday July 26, 2020; second by Alderman Aaron Kafer. MC 5-0. City Clerk Carla Moxley then administered the Oath of Office to Roy Acree.
Announcements: Mayor Dickey reported that Rob Schmitt of GAH texted that 180 COVID tests were performed today, with 5 positive results (1 being in Ford County). Chief Rosendahl announced that Captain Kaleb Kraft would be retiring from GCPD July 26th to pursue a new business. The council thanked Captain Kraft for his service to Gibson City.
