Champaign County Mental Health Board met May 13.

MEMBERS PRESENT: Susan Fowler, Joe Omo-Osagie, Thom Moore, Elaine Palencia, Julian Rappaport, Elaine Palencia, Jane Sprandel

MEMBERS EXCUSED: Kyle Patterson, Kathleen Wirth-Couch

CALL TO ORDER:

Joe Omo-Osagie called the study session to order at 5:45 p.m.

Roll call was taken and a quorum was present.

STUDY SESSION:

Review of Responses to Board Questions on PY21 Applications:

The packet contained agency responses to questions asked by the Board during the review process of PY21 applications for funding consideration.

Draft PY21 Funding Recommendation Discussion:

A draft Decision Memorandum presenting Staff Funding Recommendations was included in the packet for discussion. There was discussion among Board members on several of the recommendations. Board members indicated that they may prefer to modify recommendations for a small set of programs. Staff acknowledged the uncertainty of available funds for both 2020 and 2021 and speculated that allocated funds may be unspent, redirected, or returned by agencies, to some extent related to uncertainties created by the COVID-19 pandemic. An estimate of available fund balance may be helpful in further deliberation of any modification to the set of decisions. A final Decision Memorandum will be presented at the May 20, 2020 meeting.
