City of Gibson City Council met April 16.

Here is the minutes provided by the council:

This meeting was held electronically via Zoom on the internet pursuant to authority granted under the Governor of Illinois Executive Order 2020-07 dated March 15, 2020 suspending the provisions of the Illinois Open Meetings Act and allowing for electronic meetings. To accommodate public comment, the City Attorney was physically present at City Hall Council Chambers and connected by Zoom to the City Council and attended the meeting by Zoom.

Call to order at 7:00 pm by Mayor Dan Dickey via Zoom.

Roll Call: Ward #1Susan Tongate, present; Greg Houtzel, present

Ward #2 Randy Wyant, present; Aaron Franks, present

Ward #3 Scott Davis, present; Aaron Kafer, present

Ward #4 Dennis Pardick, present; Denis Fisher, present

Jr Alderman Abby Spiller, absent; Jr. Alderman Alex Kafer, present

Others present (via Zoom): Carla Moxley, City Clerk of Gibson City, City Attorney Marc Miller, Admin Assistant Peg Stalter, Police Chief Adam Rosendahl, and Jan Hall (WGCY).

Mayor Dickey recognized visitors; there were none.

Mayor Dickey comments:

1.)City bills have been paid 2 times by emergency proclamation.

2.)All city projects are on hold temporarily.

3.)Suggested that in future budget processes to determine essential and non-essential items.

4.)Encouraged to use face masks when in public. Chief Rosendahl reported that they are currently good on supplies. The city has also shared gowns with the hospital.

5.)Encourages businesses to post on the Gibson COVID response Facebook page.

6.)GAH has donated $3700.00 to the Jordan pond.

7.)He has been asked about allowing a food trailer downtown, parking at the New Beginnings Church parking lot. The Council supported food trucks, but no action was taken.

7:13 pm.- Mayor Dickey reported that City Attorney Marc Miller reported that no public comments have been received via text or email.

NEW BUSINESS:

A)Consideration of Ordinance 2020-O-02, implementing emergency procedures to allow electronic meetings. Attorney Marc Miller gave an overview of the ordinance followed by some discussion. Alderman Scott Davis moved to approve Ordinance 2020-O-02, implementing emergency procedures to allow electronic meetings as described by Attorney Marc Miller; second by Alderman Dennis Pardick. MC 8-0.

B)Consideration to spend an amount not to exceed $250.00 for flowers/plants to decorate intersection of 8th Street & Sangamon Avenue and 9th Street and Sangamon Avenue. Mayor Dickey and his wife have volunteered to provide the labor to maintain the above noted plants /flowers if the City will pay for it for the flowers/plants. Alderman Susie Tongate moved to approve an amount not to exceed $250.00 for flower/ plants to decorate the intersections described; second by Alderman Scott Davis. MC 8-0.

C)Consideration to approve Ordinance 2020-O-04, changing liquor license due date to July 31, 2020 and to waive fees (prorate) for the months establishments are closed due to COVID-19 Emergency ordered Shut Down. Alderman Dennis Pardick moved to approve Ordinance 2020 -O-04 as presented; second by Alderman Scott Davis. MC 8-0.

D)Consideration to approve Ordinance 2020-O-05, to waive CDAP payments and interest for those businesses affected by the COVID-19 shutdown until they reopen. Alderman Susie Tongate moved to approve Ordinance 2020-O-05 as presented; seconded by Alderman Greg Houtzel. MC 8-0.

E)Consideration of Ordinance 2020-O-03, creating the C-19 business program. Mayor Dickey explained the ordinance making available local business loans not to exceed $2500.00 each, interest free for 7 months, then to pay $100.00 per month (with a late fee of $25.00 if payment is received late). A total of $80,000.00 will be used for this program, estimated to serve 32 local businesses that qualify. Loans will be distributed to qualified businesses on a first come, first served basis. He noted that council members with businesses are not eligible for this program. Alderman Denis Fisher moved to approve Ordinance 2020-O-03 with recommendation of City Attorney Marc Miller to delete the clause of Exhibit A, listing ineligible businesses; second by Alderman Susie Tongate. MC 8-0.

Adjourn: Alderman Dennis Pardick moved to adjourn; second by Alderman Scott Davis. Council was polled with 8 ayes/ no objections.
