City of Champaign City Council met April 21.

Here is the minutes provided by the council:

Pursuant to Governor Pritzker’s Executive Order 2020-07 (COVID-19 Executive Order No. 5) which suspends the requirement of the Illinois Open Meetings Act requiring in- person attendance by members of a public body during the duration of the Gubernatorial Disaster Proclamation, attendance by all Council Members, the City Manager, the City Clerk and other City staff members will be electronic via an online meeting platform.

The members of the City Council were not physically present for the April 21, 2020 Regular City of Champaign City Council Meeting but instead participated in the meeting through audio or audio/video access using a virtual meeting platform.

There being a quorum present, Mayor Feinen called the meeting to order at 7:00 p.m.

ROLL-CALL:

Present: Greg Stock, Alicia Beck, Angie Brix, Tom Bruno, Clarissa Fourman, Matthew Gladney, William Kyles, Vanna Pianfetti, Mayor Feinen Absent: None

SPECIAL RECOGNITION: None

MINUTES: None

CORRESPONDENCE: The City has provided methods for providing messages to the City Council through its web site and a drop box outside of the City Building. These messages have been delivered to members of the City Council.

Pursuant to the rules for this meeting, all messages sent to the Council received before 5 pm today are considered council correspondence. This correspondence will ultimately be placed on the City's web site.

CM Bruno, seconded by CM Gladney, moved to acknowledge the correspondence and place it on file. A voice vote by a show of hands was taken on the motion; all voted yes.

PUBLIC HEARINGS: None

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

CM Stock, seconded by CM Gladney, moved to consolidate CB-2020-034, CB-2020- 035, and CB-2020-036. A voice vote by a show of hands was taken on the motion to consolidate; all voted yes.

Passed CB-2020-034, “A Special Ordinance Authorizing The Ceding Of Private Activity Bonding Authority ”

Eastern Illinois Economic Development Authority - $3,081,015

Passed CB-2020-035, “An Ordinance Reallocating $3,081,015.00 Of The City Of Champaign, Illinois 2020 Private Activity Bond Allocation To The Illinois Housing Development Authority (Neighborhood Services Department)”

Passed CB-2020-036, “An Ordinance Approving The Transfer Of Volume Cap In Connection With Private Activity Bond Issues, And Related Matters”

Town of Normal – $3,081,015

CM Stock, seconded by CM Gladney, moved to adopt the Council Bills. After a brief explanation of the Council Bills by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2020-037, “A Resolution Approving An Agreement For The Purchase Of Professional Medical Consultant Services (Police Department – Carle Health Care Inc., D/B/A Carle Physician Group)” Amount Not-To-Exceed $53,507

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2020-038, “A Resolution Approving A Change Order With Pierce Manufacturing Inc. For Frame Replacement And Repairs On Pierce Fire Apparatus And Approving An Amendment To A Settlement Agreement

(Public Works Department Fleet Services – Pierce Manufacturing Inc., Appleton, Wisconsin)”

Change Order Amount - $068,833

New Contract Amount - $247,533

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2020-039, “An Ordinance Approving Emergency Orders (COVID-19 Emergency)”

CM Stock, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

AUDIENCE PARTICIPATION: None

COUNCIL AND MANAGER COMMENTS:

Mayor Feinen reminded everyone to wear a mask, a piece of cloth, or a bandana, when out in public; noting the importance of keeping the community safe, protecting others, and helping to flatten the COVID-19 curve.

City Manager David noted the April 28, 2020 Study Session Meeting is cancelled due to no agenda items.

VOUCHERS:

CM Bruno, seconded by CM Gladney, moved to approve the vendor payments dated March 28, 2010 through April 10, 2020 in the amount of $1,141,864.92. A voice vote by a show of hands was taken; all voted yes.

PAYROLL:

CM Bruno, seconded by CM Gladney, moved to approve the payroll dated April 3, 2020 in the amount of $1,810,103.83. A voice vote by a show of hands was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Stock, seconded by CM Gladney, moved to adjourn. A voice vote by a show of hands was taken on the motion to adjourn; all voted yes.

The meeting adjourned at 7:12 p.m.
