Village of Rantoul Board of Trustees met Jan. 7.

Here is the minutes provided by the board:

A regular Study Session of the Board of Trustees of the Village of Rantoul was held at 6:00 P.M. Mayor Smith called the proceeding to order.

Roll Call

The Village Clerk called the roll, finding the following members physically present:

Mayor Smith, Trustees Hall, Gamel, Wilkerson, Wilson, & Johnson – 6.

The following representatives of Village Departments were also present: Scott Eisenhauer, Administrator; Pat Chamberlin, Comptroller; Lt. Justin Bouse, Police Department; Ken Waters, Fire Chief; Luke Humphrey, Recreation Department Director; Greg Hazel Public Works Director; Jake McCoy Assistant Director of Public Works; Ken Turner, Community Development; Chris Millikin, Urban Planner; Cynthia Rouse, Human Resource Director; Ken Beth, Village Attorney; Amanda Reiss,

Attorney and Mike Graham Clerk.

Trustee Johnson moved to approve the Agenda and Trustee Hall seconded the motion. The Clerk Called the roll and the Motion carried 5 – 0.

Public Participation

Steve Kaufman spoke in opposition of the proposed Liquor License fee increases.

Jamie Eaker spoke in opposition of the proposed Liquor License fee increases.

Kevin Applebee spoke in opposition of the proposed Liquor License fee increases.

Items from the Mayor

• Review of Liquor License and Gaming Terminal Fees.

• Amending Sec. 4-63 of Code, Temporary Permits – Ordinance No. 2639

• Amending Chapter 4 to add Video Gaming License Rider – Ordinance No. 2640.

• Adopting Revised License Permit Fees – Ordinance No. 2641.

There was a brief discussion of these proposals and the Rantoul Village Board elected to take these items forward to the Regular Village Board Meeting, Tuesday, January 14, 2020.

• Minutes of Regular Study Session, December 3, 2019.

• Minutes from Regular Board Meeting, December 10, 2019.

• Minutes from Special Board Meeting December 23, 2019.

• Review of Closed Minutes, Resolution No. 1-20-1299.

These items will be taken to the Rantoul Village Board at the Regular Meeting, Tuesday, January 14, 2020 for action and approval.

Items from Administrator

• Presentation by Scott Eisenhauer and Chris Millikin with respect to the proposed districting of the Rantoul Village Board into six separate Districts.

Items from Comptroller

• Budget Amendment – Ordinance No. 2642.

• Approval of Bills and Monthly Financial Reports.

This Item will be taken to the Rantoul Village Board at the Regular Meeting on, Tuesday, January 14, 2020 for action and approval.

Items from Human Resources

• Amending Harassment Policy – Ordinance No. 2638.

This item will be taken the Rantoul Village Board Meeting on, Tuesday, January 14, 2020 for action and approval.

Items from the Police Department

• HVAC Replacement at Police Station.

This item will be taken to the Rantoul Village Board Meeting at the Regular Meeting on, Tuesday, January 14, 2020 for action and approval.

NOTE FROM RANTOUL VILLAGE CLERK, UNLESS OTHERWISE SPECIFIED BELOW ALL OF THE AGENDA ITEMS WILL BE TAKEN TO THE REGULAR VILLAGE BOARD MEETING, TUESDAY, January 14, 2020.

• Purchase of Administrative vehicle for Public Works from Shields Auto Center - $31,590.00.

• Purchase of Street and Water Vehicle from Shields Auto Center - $44,498.00.

• Security light rate schedule correction - Ordinance No. 2637.

• MFT Resolution for Parade Routes, Resolution No. 1-20-1300.

• MFT Resolution for 2020 Annual Street Maintenance, Resolution No. 1-20-1301.

Motion to enter into closed session pursuant to 5 ILCS 120/2 (C) 21, for the purpose of discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for the purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06.

Trustee Wilkerson moved to approve and Trustee Wilson seconded the motion.

The Rantoul Village Board went into closed session at 7:25 P.M.

The Rantoul Village Board returned into open session at 7:43 P.M.

Adjournment: There being no further business to come before the Board, Mayor

Smith declared the proceeding adjourned.

MEETING ADJOURNED AT 7:44 P.M
