Village of Rantoul Board of Trustees met Jan. 14.

Here is the minutes provided by the board:

A regular Meeting of the Board of Trustees of the Village of Rantoul was held at 6:00 P.M. Mayor Smith called the proceeding to order.

Invocation & Pledge of Allegiance

The Invocation was given by Pastor Matt Bahnfleth, American Lutheran Church, Rantoul, Illinois, opening the meeting with a prayer. Following the invocation, Trustee Johnson led the audience in recitation of the Pledge of Allegiance.

Roll Call

The Village Clerk called the roll, finding the following members present: Mayor Smith and Trustees, Hall, Gamel, Wilkerson, Wilson, Johnson – 6.

The following representatives of Village Departments were also present: Scott Eisenhauer, Administrator; Luke Humphrey, Recreation Department; Ken Waters, Fire Chief; Tony Brown, Police Chief; Ken Turner, Community Development Director; Chris Millikin, Urban Planner; Greg Hazel, Director of Public Works; Jake McCoy, Assistant Public Works Director; Ken Beth, Village Attorney; Amanda Reiss, Attorney and Elected Village Clerk Mike Graham.

The Mayor recognized Dominique Kisantear and Josie Amerio as the Rantoul Scholarship Awardees.

Approval of Agenda

Trustee Hall moved to approve the agenda for the meeting. Trustee Johnson seconded the motion. The Clerk Called the Roll and the motion carried 5 - 0.

Mayor Smith the Trustees and Department Heads reflected on the groundbreaking ceremony for the new Sports Complex.

Public Participation

Loise Haines spoke about the recent downtown fire the Liquor Commission deliberations concerning the fee increases.

Motion to approve the Consent Agenda. Trustee Wilson moved for approval and Trustee Wilkerson seconded the motion.

Motion to approve the bills and monthly Financial Reports. Trustee Hall moved for approval and Trustee Johnson seconded the motion.

Motion to authorize and approve a contract with Reliable Mechanical Co. for HVAC Replacement at the Police Station - $153,570.00. Trustee Hall moved for approval and Trustee Johnson seconded the motion.

Motion to authorize and approve the purchase of a 2020 Ford Explorer for Public Works Administration from Shields Auto Center - $31,590.00. Trustee Johnson moved for approval and Trustee Hall seconded the motion.

Motion to authorize and approve the purchase of a 2020 F350 Truck Chassis for Public Works Street and Water Division from Shields Auto Center - $43,998.00. Trustee Johnson moved for approval and Trustee Wilson seconded the motion.

Motion to Pass Ordinance No. 2637, AN ORDINANCE AMENDING THE SCHEDULE OF CHARGES, FEES AND RATES FOR ELECTRIC SERVICE AS PROVIDED FOR IN CHAPTER 40 OF THE RANTOUL CODE. Trustee Hall moved for approval and Trustee Johnson seconded the motion.

Motion to pass Ordinance No. 2638, AN ORDINANCE SUPPLEMENTING AND AMENDING SECTION 24-146 OF THE RANTOUL CODE. Trustee Johnson moved for approval and Trustee Hall seconded the motion.

Motions to pass Ordinance No. 2639, AN ORDINANCE SUPPLEMENTING AND AMENDING SECTION 4-63 OF ARTICLE III OF CHAPTER 4 OF THE RANTOUL CODE. Trustee Wilkerson moved for approval and Trustee Johnson seconded the motion.

Motion to pass Ordinance No. 2640, AN ORDINANCE AMENDING ARTICLE II OF CHAPTER 4 OF THE RANTOUL CODE BY ADDING A NEW SECTION 4-38, ENTITLED “CLASS VG (VIDEO GAMING) LICENSE RIDER”. Trustee Gamel moved of approval and Trustee Johnson seconded the motion.

Motion to pass Ordinance No. 2641, AN ORDINANCE ADOPTING A REVISED LICENSE, PERMIT AND SERVICE FEES AND ADMINISTRATIVE PENALTIES SCHEDULE. Trustee Wilkerson moved for approval and Trustee Johnson seconded the motion.

The Clerk Called the Roll:

AYES: Wilkerson, Johnson, Gamel and Mayor Smith – 4.

NAYS: Hall and Wilson – 2.

ABSENT: Workman – 1.

The motion carried by a 4 – 2 vote requiring Mayor Smith to vote since Trustee Workman was absent and the original Trustee vote was 3 – 2.

Motion to pass Ordinance No. 2642, AN ORDINANCE REVISING THE ANNUAL BUDGET (Various Funds). Trustee Hall moved for approval and Trustee Johnson seconded the motion.

Motion to pass Resolution No. 1-20-1301, A MOTOR FUEL TAX RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE (2020 Annual Street Maintenance). Trustee Wilkerson moved for approval and Trustee Wilson seconded the motion

Public Announcements

The Village Clerk reminded everyone that the Village of Rantoul offices would be closed on Monday, January 20, 2020 to celebrate Dr. Martin Luther King’s Federal holiday

Mr. Eisenhauer reminded everyone that there would be Community Hearing regarding the proposed new District Maps on Thursday, January 30, 2020 in the Rantoul Village Board Room from 5 P.M, - 6:30 P.M.

Trustee Wilson moved to adjourn the meeting and Trustee Wilkerson seconded the motion.

The Clerk called the Roll and the motion passed 5 – 0. Meeting Adjourned: 6:47 P.M
