City of Paxton City Council met Feb. 25.

Here is the minutes provided by the council:

The monthly meeting of the Paxton City Council was held on Tuesday, February 25, 2020 at 7:00 p.m. in the Council Chambers at City Hall.

Mayor Ingold called the meeting to order at 7:00 p.m.

Roll call showed the following aldermen in attendance: Evans, Geiken, Johnson Anderson, Pacey, Satterlee, Wilson and Withers. Also, in attendance were: Mayor Bill Ingold, Treasurer/Comptroller Tammy Jensen, Public Works Director Mark LeClair, and members of the press.

PUBLIC WORKS

There was a committee meeting that discussed the truck and salt bin purchase.

Alderman Withers spoke about the truck and snowplow purchase. The funds for this purchase are in the budget for this fiscal year. The committee made a recommendation to purchase the vehicle from Worden Martin.

No curbs or sidewalks were done this year. The rains, tree cutting, and manpower impacted the curb and sidewalk work. Hiring someone to do this work would cost more than what was set aside. The Council expressed concern about not doing curb and sidewalk work for multiple years in a row. There was discussion about ICE students and potentially hiring more to be available to help. 40-50 trees were removed last year, and 20 more trees were added to the removal list.

The Council discussed getting City vehicles on a more regular replacement schedule.

Alderman Wilson made a motion not to approve the purchase of the truck and snow plow from Worden Martin, with costs not to exceed $60,000. Alderman Withers seconded the motion. Roll Call: ayes – Alderman Evans, Geiken, Johnson Anderson, Pacey, Satterlee, Wilson and Withers. Seven ayes, motion carried.

Alderman Withers discussed the replacement for the salt bin. The committee recommended purchasing the Clear Span building for $26,041.35. There was discussion about the building and the warranty. City employees will be building this structure. These funds are also in the budget for this fiscal year. Alderman Wilson made a motion to approve the purchase of the Clear Span building, with costs not to exceed $26,100. Alderman Withers seconded the motion. Roll Call: ayes – Alderman Evans, Geiken, Johnson Anderson, Pacey, Satterlee, Wilson and Withers. Seven ayes, motion carried.

Public Works Director LeClair let the Council know that he’s been working on MFT items. He’s talking with Greg Cook this week to get pricing. He’ll email out the info once he has more about the pricing.

Public Works Director LeClair was also hoping to have pricing information regarding the pump that needs fixed on Chestnut Street. He should have pricing to rebuild it or to replace it.

CITY PROPERTY

The discussion of the sale of the airport will be tabled until the March 10th meeting. Mayor Ingold sent out the revised contract for the sale of the airport. He provided some additional information on the history and background of the sale of the airport. There was further discussion on this item. The Council is excited to see this item come to its conclusion. The money will be used to work on the Pells Park pavilion and towards the shortfall on the StreetScape project.

Freddie Schmutte is in Springfield working on getting the written approval for the StreetScape project. There was discussion on the semi-truck issue. Public Works Director LeClair has new signs to put up and is awaiting the locations to install them.

OTHER

At 7:33 p.m. Alderman Pacey made a motion to adjourn tonight’s regular meeting of the Mayor and City Council. Alderman Wilson seconded the motion. All ayes - motion carried on a voice vote.
