Village of Saint Joseph Village Board met Dec. 10.

Here is the minutes provided by the board:

MINUTES: The minutes of 11.26.19 Village Board Meetings were approved as presented. Rapp motioned and Davis seconded to approve the minutes as presented. Roll call vote was taken: Painter – Aye, McCarty – Aye, Wagner – Aye, Davis – Aye, and Rapp – Aye. Motion passed 5 - 0.

TREASURER’S REPORT: Routh gave the Treasurer’s Report as of November 30, 2019. McCarty motioned and Wagner seconded to accept the Treasurer’s Report as presented. Roll call vote was taken: McCarty – Aye, Wagner – Aye, Davis – Aye, Rapp – Aye, and Painter – Aye. Motion passed 5 - 0.

INVESTMENT REPORT: Routh read the bids for the investments. Longview Bank rates were as follows: 3 month 1.65%, 6 month rate, 1.65%, 9 month rate 1.75%, and 12-month rate 1.75%. Gifford State Bank rates were as follows: 3 month 0.40%, 6 month rate,.60%, 9 month rate.80%, and 12-month rate 1.00%. Busey Bank rates were as follows: 6 months 1.5%, 9 months 1.5%, and 12 months 1.5%.

McElroy-Smetzer gave the investment report:

In the General Corp Fund:

- CD# 24637 a 6 month CD for $75,000 held at Longview will be cashed to pay bills;

- CD#24565 a 3 month CD for $70,000 held at Longview will be rolled for another 3 months;

 In the Stormwater Fund:

- CD# 24567 a 3 month CD for $40,000 held at Longview will be rolled for another 3 months;

In the Sewer Fund:

- CD# 24741 a 3 CD month for $50,000 held at Longview will be rolled for another 3 months;

- CD# 24568 a 3 CD month for $100,000 held at Longview will be rolled for another 3 months;

In the Sewer Depreciation Fund:

- CD# 24742 a 3 CD month for $20,000 held at Longview will be rolled for another 3 months; and

- CD# 24647 a 3 CD month for $20,000 held at Longview will be rolled for another 3 months.

It was reported that a $100,000 Sewer Depreciation CD was cashed and loaned to General Corp to pay bills. It will be repaid in January 2020.

Wagner motioned and McCarty seconded to approve the investments as reported. Roll call vote was taken: Wagner – Aye, Davis – Aye, Rapp – Aye, Painter – Aye, and McCarty – Aye. Motion passed 5 - 0.

BILLS: Wagner motioned and Painter seconded to pay the bills for the Village. Roll call vote was taken: Davis – Aye, Rapp – Aye, Painter – Aye, McCarty – Aye, and Wagner – Aye. Motion passed 5 - 0.

PUBLIC PARTICIPATION: No public participation.

MAYOR’S DESK:

• Fruhling-Voges updated the Board on the meeting with the employees regarding their health insurance. This was also discussed at the Finance Committee meeting earlier in the day. The insurance is cheaper for the Village and has better coverage at a lower expense to the employees. Painter motioned and Wagner seconded to accept the health insurance as presented. Roll call vote was taken: Rapp – Aye, Painter – Aye, McCarty – Aye, Wagner – Aye, and Davis – Aye. Motion passed 5-0.

• Fruhling-Voges reported that at the Finance Committee meeting held early in the day, the Board decided to pay the HRA for only full time employees were eligible for the HRA. In the past, employees’ dependents and part time empeloyees on the Village’s insurance was eligible for the HRA. Davis motioned and McCarty seconded to approve the change to the HRA policy. Roll call vote was taken: Painter – Aye, McCarty – Aye, Wagner – Aye, Davis – Aye, and Rapp – Aye. Motion passed 5-0.

• Fruhling-Voges reminded everyone that there will be no second meeting in December.

COMMITTEE REPORTS AS FOLLOWS:

FINANCE:

• Painter updated the Board on the Finance Committee meeting held earlier in the day. Insurance, HRA and Jack Flash were on the agenda. The first two items were addressed in the Mayor’s Desk. The third item was Jack Flash. Jack Flash is wanting to put gambling machines in the building. Per State Statute, establishments must have a pour liquor license to have gambling on the premise. Jack Flash is asking what they need to do to get that license. There will be a committee meeting to further discuss the issue.

• Painter updated the Board on details for the electronic signs that he had proposed for the entrances to the Village. The cost is much more MAYOR’S DESK:
