City of Gibson City Council met Dec. 9.

Here is the minutes provided by the council:

Call to order at 7:00 pm by Mayor Dickey.

Roll Call:       Ward #1              Susan Tongate, present; Greg Houtzel, present

                     Ward #2              Randy Wyant, absent; Aaron Franks, present

                     Ward #3              Scott Davis, present; Aaron Kafer, present

                     Ward #4              Dennis Pardick, present; Denis Fisher, present

                     Jr Alderman        Abby Spiller, absent; Jr. Alderman Mady Schutte, absent

Others present: City Attorney Marc Miller, Admin Assistant Peg Stalter, Police Chief Adam Rosendahl, City Superintendent Randy Stauffer, Jan Hall (WGCY), Jean Noellsch (Ford County Record), Mike Friend (Farnsworth Group), Tracy Epps (CDAP), Andy Kieser (Fehr Graham)  Nicole and Andrew Miller, Lindsay Carpenter,  and  Rob Schmitt.   

Pledge of Allegiance  led by Alderman Susie Tongate.

Approval of Council Minutes::Alderman Denis Fisher  motioned to approve the minutes of November 25, 2019; second by Alderman Aaron Franks.  MC 7-0. Alderman Randy Wyant was absent.

Mayor Dickey  recognized visitors: 1.) Mike Friend of Farnsworth Group presented Mayor and the Council with a box of candy with Best Wishes for the Christmas Season.  

Treasurer’s Report: No report.

Administrative Report: Admin Assistant Peg Stalter offered no report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Aaron Franks offered no report.

Street and Alley –Alderman Greg Houtzel offered no report.

Police/Health, Light and Nuisance –Alderman Aaron Kafer offered no report.  

Finance /Efficiency Committee –Alderman Scott Davis offered no report.

Personnel Committee – Alderman Dennis Pardick offered no report.

Water and Sewer –No report.

Parks / Buildings / Technology –Alderman Susie Tongate offered no report.

Economic/Industrial Development –Alderman Denis Fisher offered no report.

OLD BUSINESS: None

APPROVAL OF BILLS:

TIF2 checks – Six (6) check for $944,561.69. Alderman Scott Davis  motioned to approve payment; second by Alderman Dennis Pardick. MC 6-0. Alderman Greg Houtzel abstained, stating he owns property in TIF2.

TIF #3 check- One (1) check for $1.423.91. Alderman Susie Tongate motioned to approve payment; second by Alderman Denis Fisher. MC 6-0. Alderman Scott Davis abstained, stating he owns property in the TIF.

General Fund Bills totaling  $293,254.18. Alderman Scott Davis motioned to approve payment; second by Alderman Greg Houtzel. MC 7-0.

NEW BUSINESS: 

Consideration of a CDAP Loan Agreement with Nicole Miller dba Pioletti’s.  Terry Epps of Bank of Gibson and chairman of the CDAP committee presented the request from Nicole Miller who has applied for a CDAP loan in order to move her current business to 310 N. Sangamon, which she plans to purchase. Tracy Epps recommended to the Council that they approve a CDAP loan for $60,000.00 at 10yr fixed rate and 15 yr. amortization. Alderman Aaron Kafer motioned to approve the CDAP loan to Nicole Miller at the stated rate; second by Alderman Dennis Pardick. MC 7-0

Discussion and Consideration for Mayor to sign an Agreement for Professional services with Fehr Graham. Alderman Susie Tongate motioned to authorize May to sign an agreement with Fehr Graham, not to exceed $5000.00 for work involving application for a Grant for the Gibson Pool. Jan Hall has also been working on this project.  Alderman Susie Tongate  motioned to approve Mayor to sign an agreement for Professional services with Fehr Graham, not to exceed $5000.00, to be paid out of TIF2;  second by Alderman Denis Fisher. MC 6-0. Alderman Greg Houtzel abstained.

Public hearing on and Consideration of Tax Levy Ordinance 2019-O-20 of City of Gibson City, IL for 2019-2020. Alderman Scott Davis  motioned to approve Ordinance 2019-O-20 which includes a 0 percent increase; second by Alderman Dennis Pardick. MC 7-0.

Consideration of Resolution 2019-R-04, to establish ‘Buy Local- Buy Gibson City’ Policy.  Mayor Dickey reported that this policy will encourage local business people, residents and visitors to ‘Buy Local’. Alderman Scott Davis motioned to approve Resolution 2019-R-04; second by Alderman Susie Tongate. MC 6-0. Alderman Aaron Kafer abstained.

Consideration of Employee Year End Adjustment  Alderman Aaron Franks motioned to approve the year end adjustment for employees of $100 Gibson City Bucks to full-time employees and $50 Gibson City Bucks to part-time employees; second by Alderman Dennis Pardick. MC 7-0. 

Adjourn: Alderman Dennis Pardick  motioned  to adjourn; second by Alderman Scott Davis. Council was polled with 7 ayes/ no objections.
