City of Gibson City Council met Jan. 13.

Here is the minutes provided by the council:

Call to order at 7:00 pm by Mayor Dan Dickey.

Roll Call:       Ward #1            Susan Tongate, absent; Greg Houtzel, present

                    Ward #2             Randy Wyant, present; Aaron Franks, present

                    Ward #3             Scott Davis, present; Aaron Kafer, present

                    Ward #4             Dennis Pardick, present; Denis Fisher, present

                   Jr Alderman        Abby Spiller, absent; Jr. Alderman Mady Schutte, absent

Others present: Admin Assistant Peg Stalter, City Superintendent Randy Stauffer, Jan Hall (WGCY), Jean Noellsch (Ford County Record), Captain Kaleb Kraft (GCPD), Billie Denny, Dale Denny, Logan Heavilin, Kelli Peterson (Harvest Fest), Rob Schmitt, Mike Friend (Farnsworth Group).

Pledge of Allegiance  was led by Captain Kaleb Kraft.

Approval of Council Minutes::Alderman Aaron Franks  motioned to approve the minutes of December 23, 2019; second by Alderman Greg Houtzel.  MC 7-0. Alderman Susie Tongate  was absent.

Mayor Dickey recognized visitors: 1.) Rob Schmitt, 2) Mike Friend of Farnsworth Group.

Treasurer’s Report:  No report.

Administrative Report: Admin Assistant Peg Stalter offered no report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Aaron Franks offered no report.

Street and Alley –Alderman Greg Houtzel offered no report.

Police/Health, Light and Nuisance – Alderman Aaron Kafer offered no report.  

Finance /Efficiency Committee –Alderman Scott Davis offered no report.

Personnel Committee – Alderman Dennis Pardick offered no report.

Water and Sewer –Alderman Randy Wyant offered no report

Parks / Buildings / Technology –No report.

Economic/Industrial Development –Alderman Denis Fisher offered no report.

OLD BUSINESS: None

APPROVAL OF BILLS:

TIF 2 Bill – One (1) TIF2 Bill for $692.00. Alderman Denis Fisher motioned to approve payment of the TIF2 bill for $692.00; second by Alderman Randy Wyant.

General Fund Bills totaling $ 156,199.89. Alderman Denis Fisher questioned the Bodine Electric Bill for $1,244.60. Alderman Denis Fisher  motioned to approve payment of $154,955.29, which excludes the Bodine Electric bill of $1,244.60; second by Alderman Scott Davis. MC 7-0.

NEW BUSINESS: 

Presentation and Consideration of 2020 Harvest Fest. Kelli Peterson requested the 2020 Harvest Fest dates of September 11 from 4 pm to 11 pm and September 12 from 10 am to 11 pm be approved.  Alderman Scott Davis motioned to approve September 11 and 12 for the dates of the 2020 Harvest Fest; second by Alderman Aaron Franks. The council was polled with 7 ayes.

Discussion and Consideration of the approval of Resolution 2020-R-01, confirming PARC project and Illinois Department of Natural Resources grant. Jan Hall will meet with Fehr Graham to finish the grant application in conjunction with the proposed new City Pool. Alderman Scott Davis motioned to approve Resolution 2020-R-01 which authorizes completion of the grant; second by Alderman Aaron Kafer.  MC 7-0.

Consideration of Property Improvement Grant for Carey Davis’s property located at 629 E 7th Street, Gibson City. Mayor Dickey reported that Mr. Davis will be doing the work himself, but will need dumpsters and is asking for assistance. Alderman Dennis Pardick motioned to approve a Property Improvement Grant to Carey Davis for, not to exceed $800.00 for 2 dumpsters costing $400.00 each; second by Alderman Denis Fisher. MC 7-0.

Announcement: Billie Denny announced that the Skate Park Committee Queen of Hearts jackpot is now at $102,873.00. They will be offering Shuttle service from 3 points in town starting at 6pm and would like to borrow traffic cones for the Kruse Center parking lot for that night. Council approved. .  

Adjourn: Alderman Scott Davis  motioned  to adjourn; second by Alderman Greg Houtzel. Council was polled with 7 ayes/ no objections.
