City of Hoopeston City Council met Nov. 19.

CALL TO ORDER
Mayor Crusinberry called the regular council meeting to order at 7:00 p.m.
ROLL CALL
Clerk Lane called roll. The seven council members present were Ankenbrand, Florek, Goodwine, Houmes, Lawson, McElhaney and Wise with Yaden being absent. Attorney Brougher was also present.
APPROVAL OF AGENDA
Houmes moved to approve the agenda seconded by Florek. Agenda was approved 7-0.
MINUTES OF PRIOR MEETING
Clerk Lane read minutes from the previous meeting. Houmes moved to approve seconded by Lawson. Minutes were approved 7-0.
PRESENTATIONS
None
PAYMENT OF BILLS
Houmes moved to approve payment of bills with a second from Lawson. Roll call vote taken, and bills were approved for payment 7-0.
REPORT OF OFFICERS
Alderman Ankenbrand thanked those in attendance for their interest and he thanked Marvin Dobkins for demolishing a house on Market Street.
Alderwoman Florek reported that the department was doing safety training and repaired a leak at 8th and Young. Also, an aerator motor was repaired.
Alderman Goodwine announced a public hearing to be held at 6:45 p.m. on December 3rd. The hearing is for the tax levy.
Alderman Wise reported that that alley clean-up is finished, and leaf removal will start.
Alderman Houmes presented an Ordinance Prohibiting Cannabis Establishments. He made the motion to adopt Ordinance 2020-5 with a second from Florek. Discussion for both sides was heard. Roll call vote was taken, and Ordinance 2020-5 Prohibiting Cannabis Establishments was passed 5-2 with Ankenbrand, Florek, Goodwine, Houmes and Lawson voting aye and McElhaney and Wise voting no. A motion was made by Houmes to Impose a 3% Municipal Cannabis Retailers Occupation Tax on sales of Cannabis. Lawson seconded the motion. The motion was approved by roll call vote 7-2. Houmes then made the motion to amend the Ordinance 2020-6 adding the phrase “or the highest rate allowed by state statute.” Seconded by Lawson. Roll call vote approved the amended Ordinance 2020-6 with a vote of 7-0.
Houmes then made a motion to authorize the Mayor to Execute a Purchase contract for the property at 202-204 N. Market Street. Goodwine seconded the motion. Roll call vote was with Ankenbrand, Goodwine, Houmes, Lawson, McElhaney and Wise voting aye while Florek voted no. Resolution 2020-3 was approved 6-1.
Houmes reported that Ameren will be replacing about 60 lights downtown with energy efficient lights.
Alderwoman Lawson had nothing to report.
Alderman McElhaney had nothing to report.
PETITIONS TO COUNCIL

COMMUNICATIONS TO COUNCIL
Silgan has applied for a construction permit for a can end line.
The Land Bank now has a full-time paid director which is now Central Illinois Land Bank and includes Champaign and Macon counties as well as Vermilion. Ford and Iroquois counties may be included in the future. Bennett’s office announced that $600,000 has been awarded under the Land Bank Program.
UNFINISHED BUSINESS
There has been no update on the Essex building.
Casey’s is ready to apply for their building permit, but Subway has hit a deed transfer snag.
No update on the Prairie Meadows II demographics.
NEW BUSINESS

MAYOR COMMENTS
The lights in the park are up and downtown decorations are going up.
The Magical Express will be held the Saturday after Thanksgiving.
Thank you to the VFW and American Legion and well al the Veterans for the Veterans Day program.
