City of Champaign City Council met Dec. 17.

Here is the minutes provided by the council:

There being a quorum present, Mayor Feinen called the meeting to order at 7:00 p.m.

ROLL-CALL: Present: Greg Stock, Alicia Beck, Angie Brix, Tom Bruno, Clarissa Fourman, Matthew Gladney, William Kyles, Vanna Pianfetti, Mayor Feinen

Absent: None

SPECIAL RECOGNITION: Mayor Feinen, assisted by Fire Chief Ludwig, administered the oath of office to the following Probationary Firefighters: Jonathan Beacham and Brandon Helm.

CM Stock, seconded by CM Gladney, moved to approve the minutes. A voice vote was taken; all voted yes.

PUBLIC HEARINGS: None

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

Passed CB-2019-210, “A Resolution Appointing Joe Zalabak To The Historic Preservation Commission In The City Of Champaign” 

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2019-211, “A Resolution Providing Consent For The Operation Of Refugee Resettlement Programs Within The City Of Champaign”

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2019-212, “A Resolution Adopting The City Council Vision And Goals For The 2019-2021 City Council Term” 

CM Stock, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2019-213, “An Ordinance Amending Section 1-24; Section 7-17; Sections 22-800 Through 22-899; Section 23-138; Section 23-139; Section 23-214; Section 33-189; Section 35-19; And Creating Chapter 10.5 Of The Champaign Municipal Code, 1985, As Amended (Cannabis – Paraphernalia – Marijuana – Tobacco – Vaping – Electronic Cigarettes)”

CM Stock, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

AUDIENCE PARTICIPATION:

Dave Monk, 115 N. Market, noted Urbana Public Television is used a lot by members of the public and it is important to have WILL from the University, but small units, such as WEFT, need to be included and need funding to stay afloat.

COUNCIL AND MANAGER COMMENTS: None

VOUCHERS:

Per the Local Government Wage Increase Transparency Act, CM Bruno read a statement regarding a disclosure of payment to Jaymie Huffman prior to her retirement in August 2020, noting the effect of the payment on her retirement annuity, and on the City’s pension liability.

CM Bruno, seconded by CM Gladney, moved to approve the vendor payments dated November 23, 2019 through December 6, 2019 in the amount of $1,609,449.27. A voice vote was taken; all voted yes.

PAYROLL:

CM Bruno, seconded by CM Gladney, moved to approve the payroll dated November 27, 2019 in the amount of $1,898,990.50. A voice vote was taken; all voted yes.

INVESTMENTS: None

CITY MANAGER COMMENTS: Deputy City Manager Walls noted the Administration no longer needs a Closed Session meeting, and the next Regular Council Meeting will be held on January 7, 2020.

ADJOURNMENT:

CM Stock, seconded by CM Gladney, moved to adjourn. A voice vote was taken on the motion to adjourn; all voted yes.

The meeting adjourned at 7:12 p.m.
