City of Gibson City Council met Nov. 12.

Here is the minutes provided by the council:

Call to order at 7:00 pm by Mayor Dickey.

Roll Call: Ward #1 Susan Tongate, present; Greg Houtzel, present

Ward #2 Randy Wyant, present; Aaron Franks, present

Ward #3 Scott Davis, absent; Aaron Kafer, present

Ward #4 Dennis Pardick, absent; Denis Fisher, present

Jr Alderman Abby Spiller, absent; Jr. Alderman Mady Schutte, absent

Others present: Admin Assistant Peg Stalter, Police Chief Adam Rosendahl, Jan Hall (WGCY), Ross Brown (Ford County Record), Grant Jones, Derrick Babbs, Sharon Heavilin, Zach Bunting, Mike Friend (Farnsworth Group).

Pledge of Allegiance led by Alderman Denis Fisher

Approval of Council Minutes::Alderman Randy Wyant motioned to approve the minutes of October 28, 2019; second by Alderman Susie Tongate. MC 6-0. Aldermen Dennis Pardick and Scott Davis were absent.

Mayor Dickey recognized visitors: 1.) Mike Friend of Farnsworth Group, 2.) Sharon Heavilin reported to the council that there is a new Committee, Gibson City Restoration Committee with Sharon being the chairman who together are working to preserve the Loy Building downtown.

Treasurer’s Report: No report.

Administrative Report: Admin Assistant Peg Stalter offered no report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Aaron Franks offered no report.

Street and Alley –Alderman Greg Houtzel offered no report.

Police/Health, Light and Nuisance –Alderman Aaron Kafer offered no report.

Finance /Efficiency Committee –No report.

Personnel Committee – No report.

Water and Sewer – Alderman Randy Wyant offered no report.

Parks / Buildings / Technology –Alderman Susie Tongate offered no report. Jan Hall with the Pool Committee met with Fehr Graham and will bring new drawings and cost in the near future. She reported that there is a Park Grant available thru DNR with the dates to apply being December 2 to January 17.

Economic/Industrial Development –Alderman Denis Fisher offered no report.

OLD BUSINESS: None

APPROVAL OF BILLS:

A.)TIF2 checks – Two (2) checks for $54,353.44. Alderman Denis Fisher motioned to approve payment; second by Alderman Susie Tongate. MC 5-0. Alderman Greg Houtzel abstained, stating he owns property in TIF2.

B.)General Fund Bills totaling $107,046.95. Alderman Denis Fisher motioned to approve payment; second by Alderman Aaron Franks. MC 6-0.

NEW BUSINESS:

A.)Presentation by Grant Jones and Consideration of Niemann Foods request for a Class A Liquor License. Mr. Jones presented the idea of making ‘pour liquor’ available in a separate room at County Market with the ability of placing gaming machines in the room. He reported that 2 stores in Quincy have such facilities and Niemann Foods is applying in several additional cities. He reported that bartenders for pour service would be employees already hired in different departments. The council had a brief discussion, but no action was taken.

B.)Discussion and Consideration of a Farm Lease with Zach Bunting. Alderman Randy Wyant motioned to approve a farm lease with Zach Bunting at $255.00 per acre for 20 acres and have Attorney Marc Miller write the lease; second by Alderman Aaron Kafer. MC 6-0

Announcements:

Adjourn: Alderman Greg Houtzel motioned to adjourn; second by Alderman Aaron Kafer. Council was polled with 6 ayes/ no objections.
