City of Gibson City Council met Nov. 25.

Here is the minutes provided by the council:

Call to order at 7:00 pm by Mayor Dickey.

Roll Call: Ward #1 Susan Tongate, present; Greg Houtzel, present

Ward #2 Randy Wyant, present; Aaron Franks, present

Ward #3 Scott Davis, present; Aaron Kafer, present

Ward #4 Dennis Pardick, present; Denis Fisher, present

Jr Alderman Abby Spiller, absent; Jr. Alderman Mady Schutte, absent

Others present: City Attorney Marc Miller, Admin Assistant Peg Stalter, Police Captain Kaleb Kraft, City Superintendent Randy Stauffer, Jan Hall (WGCY), Jean Noellsch (Ford County Record), Mike Friend (Farnsworth Group), Rob Schmitt, Marty Nuss (IPG Insurance), Heath Poulos (MCC).

Pledge of Allegiance led by Alderman Aaron Franks.

Approval of Council Minutes::Alderman Susie Tongate motioned to approve the minutes of November 12, 2019; second by Alderman Denis Fisher. MC 8-0.

Mayor Dickey recognized visitors: 1.) Mike Friend of Farnsworth Group, 2.) Heath Poulos of MCC.

Treasurer’s Report: No report.

Administrative Report: Admin Assistant Peg Stalter offered no report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Aaron Franks offered no report.

Street and Alley –Alderman Greg Houtzel offered no report.

Police/Health, Light and Nuisance –Alderman Aaron Kafer offered no report.

Finance /Efficiency Committee –Alderman Scott Davis offered no report.

Personnel Committee – Alderman Denis Pardick offered no report.

Water and Sewer – Alderman Randy Wyant offered no report. Randy Stauffer reported that they will make 1 more leaf pickup around the city.

Parks / Buildings / Technology –Alderman Susie Tongate reported that an estimated 3500 people were in the downtown area for the Parade, with an unknown number lining the parade route.

Economic/Industrial Development –Alderman Denis Fisher offered no report.

OLD BUSINESS: None

APPROVAL OF BILLS:

A.)TIF2 checks – One (1) check for $34,050.83. Alderman Randy Wyant motioned to approve payment; second by Alderman Susie Tongate. MC 7-0. Alderman Greg Houtzel abstained, stating he owns property in TIF2.

B.)General Fund Bills totaling $83,089.28. Alderman Aaron Franks motioned to approve payment; second by Alderman Scott Davis. MC 8-0.

NEW BUSINESS:

A.)Presentation by Keith Poulos of Metro Communication. Mr.Poulos presented Metro Communication as a newer way for internet communication, similar to Mediacom and ATT, although using fiber. They are presently supplying this technology to the hospital and hope to expand to include the community. Mayor Dickey suggested he work with Randy.

B.)Discussion and Consideration to renew Humana Health Insurance Policy. Alderman Scott Davis motioned to approve the Insurance package from December 1, 2019 to November 30, 2020 as presented by Marty Nuss of IPG ; second by Alderman Randy Wyant. MC 8-0

C.)Consideration of Ordinance 2019-O-19, authorizing the Execution of a Farm Lease with Zach Bunting. Alderman Denis Pardick motioned to authorize the execution of a 3 year Farm Lease, expiring in February 2023 for 20 acres with Zach Bunting as presented; second by Alderman Aaron Franks. MC 8-0

Announcements:

Alderman Aaron Franks wished everyone a Happy Thanksgiving on behalf of the Council.

Adjourn: Alderman Scott Davis motioned to adjourn; second by Alderman Greg Houtzel. Council was polled with 8 ayes/ no objections.
