City of Gibson City Council met Oct. 28.

Here is the minutes provided by the council:

Call to order at 7:00 pm by City Clerk Carla Moxley, in the absence of Mayor Dickey.

Roll Call: Ward #1Susan Tongate, present; Greg Houtzel, present

Ward #2 Randy Wyant, present; Aaron Franks, present

Ward #3 Scott Davis, present; Aaron Kafer, absent

Ward #4 Dennis Pardick, present; Denis Fisher, present 

Jr Alderman Abby Spiller, absent; Jr. Alderman Mady Schutte, absent

Others present: City Attorney Marc Miller, City Treasurer Scott Shull, City Superintendent Randy Stauffer, Admin Assistant Taylor Braasch, Police Officer Jason Cox, Jan Hall (WGCY), Jean Noellsch (Ford County Record), Mark Brake (New Beginnings Church), Mike Friend (Farnsworth Group), Rob Schmitt, Tess Strang, and Patrick Doggett.

Pledge of Allegiance led by Alderman Greg Houtzel

City Clerk Carla Moxley called for a motion to approve Alderman Susie Tongate as Mayor Pro-Tem for this meeting, in the absence of Mayor Dickey. Alderman Scott Davis made the motion; seconded by Alderman Denis Fisher. MC 7-0.

Approval of Council Minutes::Alderman Greg Houtzel motioned to approve the minutes of October 14, 2019; second by Alderman Denis Fisher.. MC 7-0. Alderman Aaron Kafer was absent.

Mayor Pro-Tem Susie Tongate recognized visitors: 1.) Mike Friend of Farnsworth Group, 2.) Patrick Doggett, 3.) Mark Blake of New Beginnings Church requested to erect a viewing stand under cover during the Holiday Parade taking 4 parking spots on Sangamon Ave. in front of the Church from 9 am to the end of the Parade. The council was polled and agreed.

Treasurer’s Report: City Treasurer Scott Shull presented the city’s financial report as of Sept 2019

Administrative Report: Admin Assistant Taylor Braasch offered no report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Aaron Franks offered no report.

Street and Alley –Alderman Greg Houtzel offered no report.

Police/Health, Light and Nuisance –No report.

Finance /Efficiency Committee –Alderman Scott Davis offered no report.

Personnel Committee – Alderman Dennis Pardick offered no report.

Water and Sewer – Alderman Randy Wyant offered no report. City Superintendent Randy Stauffer reported a water main break in front of Busey Bank which is being repaired..

Parks / Buildings / Technology –Alderman Susie Tongate offered no report.

Economic/Industrial Development –Alderman Denis Fisher offered no report.

OLD BUSINESS: None

APPROVAL OF BILLS:

A.)TIF2 check – Three (3) checks for $ 6,800.00. Alderman Scott Davis motioned to approve payment; second by Alderman Randy Wyant. MC6-0. Alderman Greg Houtzel abstained, stating he owns property in TIF2.

B.)General Fund Bills totaling $175,454.07. Alderman Scott Davis motioned to approve payment; second by Alderman Greg Houtzel. MC 7-0.

NEW BUSINESS:

A.)Consideration of Ordinance 2019-O-18, regarding No parking signs on West Street from 329 N West Street south to the corner of 10th Street. Alderman Randy Wyant motioned to approve Ordinance 2019-O-18 as presented providing No Parking signs on West Street from 329 N West south to the corner of 10th Street; second by Alderman Greg Houtzel. MC 7 ayes-0 against.

B.)Discussion and Consideration of an Agreement for additional Professional services with FehrGraham. Alderman Dennis Pardick motioned to approve an agreement with Fehr Graham Engineering regarding additional services for revised design of the new pool , not to exceed $3000.00 as presented; second by Alderman Aaron Franks. MV 7-0.

Adjourn: Alderman Scott Davis motioned to adjourn; second by Alderman Dennis Pardickl. Council was polled with 7 ayes/ no objections.
