City of Hoopeston City Council met July 2.

Call to Order
Mayor Crusinberry called the regular council meeting to order at 7:00 p.m. on Tuesday July 2, 2019 at City Hall.
Roll Call
Clerk Lane conducted roll call. The seven council members present were Ankenbrand, Florek, Goodwine, Houmes, Lawson, McElhaney and Wise. Attorney Mockbee was present. Yaden was absent.
Approval of Agenda
Alderman Houmes moved to approve the agenda seconded by Lawson. Agenda was approved 7-0.
Minutes of Prior Meeting
Clerk Lane read minutes of the previous meeting. One correction was made clarifying the statements made during Paul Kelnhofer’s presentation regarding the concrete runoff. The minutes were corrected to read, “According to Paul, the information seems to indicate the contaminated run off comes from Silver Bros.” Houmes moved to approve the amended minutes seconded by Florek. Minutes were approved as amended 7-0.

Payment of Bills
Houmes moved to approve payment of bills seconded by Lawson. Bills were approved for payment by roll call vote 7-0.
Reports of Officers
Alderman Ankenbrand Police: Ankenbrand stated that the committee is looking at making changes in the animal control fees.
Alderwoman Florek Water/Sewer: Florek reported that the lining is complete on the 6th St project.
There are about four weeks of work left.
Weather has affected the hours of the Park pool. Storms have been the cause of some closures of the pool.
Alderman Goodwine Finance: Dan Winters of Republic Services addressed council offering suggestions to help the city decide on how to handle bulk garbage. It was decided to pull the 30 yard roll off from the back of the soccer field and try a twice a month drop off for residents. Saturday July 20th from 6 a.m. to Noon the roll off will be set at the City Hall parking lot for residents to drop off bulk items.
Goodwine stated that the Appropriation Ordinance is on view at City Hall. The Appropriation Public Hearing will be held at 6:45 p.m. at City Hall.
Goodwine made a motion to approve not more that $2500 to Diaz Construction to repair joist holes on the building at 207 E. Main St. Houmes seconded the motion. Roll call vote 7-0 approved the motion. Repair to the rubber roof will need done next.
A redevelopment agreement with Subway is in not yet ready.
Alderman Wise Street and Alley: Wise made the motion to approve the bid from A&A Concrete for the West Elm Street repair. Houmes seconded the motion. Roll call vote 7-0 approved the MFT Work awarded to A&A Concrete. This will be the only MFT project this year.
Wise also reported on the number of trees on the list for removal. If a tree is in the city right of way and is dangerous it will have priority in coming down. Residents can get permits to remove dangerous trees from the right of way themselves.
Alderman Yaden Cemetery: Absent
Alderman Houmes Park: Houmes reported that all notices have been sent and 30 days has ended on the Cannon property on North Market Street. An asbestos inspection is the next step to be done on this property. The playground equipment is assembled and concrete will be poured. Also the Basketball Court and Tennis Court have been redone. Landscaping is being done at the Girls Scout House and will be done around the pool and at the playground. The parks also have trees that need removed. The JC’s are pouring a new concrete pad for the corn line during the festival and the sidewalk to the Girl Scout House will be redone.
Alderwoman Lawson Ambulance and Fire: Lawson reported that she has been trying to contact the owner of the Downtown Motel. He has said that he will come down after the 4th.
Alderman McElhaney Civic: McElhaney had nothing to report.

Mayor Comments
The fireworks display will be on July 3rd at the soccer field.
Public Comment
Barb Khulas thanked council for getting the bulk dumpster moved and she stated that the city employees had done an excellent job in keeping the area picked up.
Beverly Larkin stated she was having problems with trash pick up. Alderman Ankenbrand will meet with her right after the meeting to discuss it.
Valerie Hinkle reported that she had been in touch with the realty group for Hoopeston Plaza regarding the pot holes in the parking lot. The company asked for estimates for the repairs.
