Street and Alley –Alderman Greg Houtzel reported that his committee discussed Hospital equipment needs at the May 14th meeting.
Police/Health, Light and Nuisance – No report.

Personnel Committee - No report.
Water and Sewer – Alderman Randy Wyant reported that the Water Plant had multiple lightning strikes during recent storms and there are some issues that need attention.
Parks / Buildings / Technology – Susie Tongate reported that the Exploratory Pool Committee had a meeting April 29th and visited 2 pools on May 12th, because of the weather, we are behind in spraying and mowing in the Parks, but hope to catch up soon, Hannah Cliff has been hired as a Pool Assistant for the season.
Economic/Industrial Development –No report.
OLD BUSINESS:
A.)Consideration of Lift Station Lot 12 for the Jordan Industrial Site. Superintendent Randy Stauffer has received 1 bid for this project, but wanted this item tabled for more information. Council agreed.
APPROVAL OF BILLS:
A.)General Fund Bills totaling $ 68,006.32. Alderman Randy Wyant motioned to approve payment of the general bills; second by Alderman Aaron Franks. MC 6/0.
NEW BUSINESS:
A.)Consideration and approval of Ordinance 2019-O-11. Amending the Zoning Ordinance for the City of Gibson City, ILL. to provide for Solar Energy and Wind Energy. Alderman Scott Davis motioned to approve Ordinance 2019-O-11 with a proposed change to I.V.D as presented; second by Alderman Susie Tongate. MC 5-1. Alderman Denis Fisher voted against and Aldermen Dennis Pardick and Aaron Kafer were absent.
B.)Consideration of Façade Grant Application for Syd & Sadie’s Boutique located at 102 N. Sangamon. Theresa Rueck of Syd & Sadie’s Boutique stated they need new windows in front of the building and upstairs and plan to work on repairing or replacing the awning with an estimated cost being $20,260.00. Alderman Randy Wyant motioned to approve a Façade Grant not to exceed $5000.00 to Syd and Sadie’s Boutique; seconded by Alderman Scott Davis. MC 6-0.
C.)Consideration of 2nd amendment to Loan Agreement for Gibson Are Hospital. Cleaning Services. Rob Schmitt explained that there will be no liability to the city. Alderman Susie Tongate motioned to approve the 2nd amendment as of May 28, 2019, as presented; seconded by Alderman Randy Wyant. MC 6-0.
D.)Consideration of Storm sewer project with Gibson Area Hospital. Rob Schmitt explained there will be a new parking lot on the east side of the hospital will run from 19th street to the end of Gibson Annex. All the water run-off will be underground, so as to not effect neighbors. Alderman Greg Houtzel motioned to accept the proposal not to exceed $75,000.00; second by Alderman Denis Fisher. MC 6/0.
E.)Consideration and approval of Special Liquor License for the Bayern Stube in conjunction with Friday Nights Under the Lights Car Cruise on June 21, July 19, August 16 and September 20. No one from Bayern Stube was present, but Mayor Dickey reported that they would like the Special License to be able to serve food and alcohol in front of their business during those dates. Alderman Susie Tongate motioned to approve a Special License for the Bayern Stube from 5pm to 10 pm on the specified dates for a fee of $1.00; seconded by Alderman Denis Fisher. MC 6/0.0.
F.)Consideration of Filter Cells Estimate for the Water Plant. Mark Webster explained the reason for needing new filter cells for the Water Plant. Alderman Randy Wyant motioned to replace 3 filter cells for a total of $33,000.00 plus material(sand) and labor, not to exceed $47,000.00; second by Alderman Aaron Franks. MC 6/0.
G.)Alderman Susie Tongate motioned to enter into Executive Session for the consideration of employment, compensation, discipline and/or performance of 1 or more City Employees, pursuant to 5ILCS 120/2 C1; second by Alderman Denis Fisher.
H.)Return to open session. Alderman Susie Tongate motioned to grant non-collective bargaining employees increases of 3 ½%, 3%. 3 ½%, 3% respectively for each fiscal year commencing with the 2019-2020 fiscal year with an additional one -time $2.00 per hour to be paid to police officers being promoted to Captain and Sergeant, Street and Alley employees (exclusive of Superintendents), and Water and Sewer employees (exclusive of Superintendents) and Any sewer or water employees securing a class ‘D’ license or a class ‘C’ license shall be awarded an additional $1.00 per hour; second by Alderman Randy Wyant. MC 6/0. Alderman Susie Tongate motioned to hire Jason Cox to the GC Police Department at a 5 year pay rate of $24.03/ hour, effective May 28, 2019, as provided under the collective bargaining contract.; second by Alderman Scott Davis. MC 6/0.
I.)City Clerk Carla Moxley administered the Oath to Jason Cox and welcomed him to the GC Police Department.
