Regular Council Meeting
Tuesday June 4, 2019
Call to order
Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston at 7:00 p.m. on Tuesday June 4, 2019 at City Hall.
Roll call
Clerk Lane conducted a roll call. The following persons were present: Aldermen Ankenbrand, Florek, Goodwine, Houmes, Lawson, Wise and Yaden. Alderman McElhaney was absent. Attorney Mockbee was present.
Approval of Agenda
Alderman Houmes moved to approve the agenda seconded by Lawson. Agenda was approved 7-0.
Approval of minutes
Clerk Lane read minutes of the last council meeting. Alderman Houmes moved to approve seconded by Yaden. Minutes were approved as read 7-0.
Presentations
Andrea Runge, director of Community and Economic Development with Illinois Association of Community Action and Illinois Community Action Development addressed council regarding issues with Prairie Meadows Phase II. Some of he issues addressed were yards not being mowed, water retention and police calls. The company is working with the residents and contractors to address the problems. No representative was present to address issues with Prairie Meadows Phase 1 which is managed by a different company.
Payment of bills
Alderman Ankenbrand moved to approve payment of bills seconded by Yaden. Roll call vote and bills were approved for payment 7-0.
Reports of officers
Ankenbrand commented that the gas station property is looking better thanks to Lorraine Foundation cleaning it up.
Florek reported on opening weekend of the pool. As a reminder, children 10 and under must have an adult with them.
Goodwine opened discussion on location of the roll off for bulk items. It was agreed that the roll off would be located behind the soccer field on South Sixth Avenue.
Wise had nothing to report.
Yaden reported that the Memorial Service at the cemetery went smoothly. He also noted that there have been changes in personnel at the cemetery.
Houmes stated that because of all the rain there are delays in the installation of the playground equipment, tennis and basketball courts.
Lawson had nothing to report.

Mayor Comments
Mayor Crusinberry commended the American Legion and Honor Guard for the Memorial Day Program.
Public Comment
Paul Kelnhofer asked council if he could be put on the agenda to address council regarding storm water run-off.
Some comments regarding littering and kids roaming the streets were heard.
Executive Session
Yaden moved to go into Executive Session to discuss personnel with a second from Lawson. Council went into Executive Session at 7:50 p.m.
Yaden moved to come out of Executive Session seconded by Ankenbrand. Council came out of Executive Session at 8:10 p.m.
No action was taken.
Adjournment
Mayor Crusinberry adjourned the meeting at 8:15 p.m.
