City of Hoopeston City Council met May 21.

Here is the minutes provided by the council:

CALL TO ORDER 

Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston at 7:00p.m. Tuesday May 21, 2019 at 7:00 p.m,

ROLL CALL 

Clerk Lane conducted roll call. Council members present were Ankenbrand, Florek, Goodwine, Lawson, McElhaney and Yaden. Two council members absent were Houmes and Wise. Attorney Mockbee was also present.

APPROVAL OF AGENDA 

Ankenbrand moved to approve the agenda seconded by Yaden. Agenda was approved 6-0.

MINUTES OF PRIOR MEETING 

Ankenbrand moved to approve the minutes as read with a second by Yaden. Minutes were approved as read 6-0.

NO PRESENTATIONS

PAYMENT OF BILLS 

Lawson moved to approve payment of bills with a second from Florek. Roll call vote was taken, and bills were approved for payment 6-0.

REPORT OF OFFICERS 

a) Ankenbrand thanked Bricks and Ivy for the event held with Jose Canseco and the Home Run Derby. He also reminded residents about grass being blown into the streets.

b) Florek announced that the pool will open Saturday May 31 and be open over Memorial Day weekend. Monday will be a free swim day and passes will be 15% off.

c) Goodwine explained the Garbage contract to council and the difference for including bulk pick up. He explained that if the city opted for the contract without bulk pick up there would be a 60-day period in which the city could change to include bulk pickup. Some discussion was held and Goodwine moved to approve the garbage contract with Republic Services without bulk pickup and Yaden seconded the motion. Roll call vote was taken and Aldermen Ankenbrand, Goodwine, Lawson, McElhaney and Yaden voted yes with Florek voting no. The contract without bulk pickup was approved 5-1. Republic Services will provide a centrally located roll off for bulk items.

Next Goodwine made the motion to adopt Ordinance 2020-2 Garbage and Trash Collection with a second from Yaden. Roll call vote was taken, and Ordinance 2020-2 was approved 6-0. Goodwine then made a motion to approve the Mayor to sign the Health Insurance Inter Governmental Agreement. Ankenbrand seconded the motion. Roll call vote 6-0 approved the authorization for the Mayor to sign the Health Insurance agreement.

d) In the absence of Alderman Wise, Yaden moved to approve the bid from Dlaz Construction for the reskinning of the building at 434 W. Penn St. It was the only bid received. Lawson seconded the motion and roll call vote was taken. Council voted to accept the bid In the amount of $18,300 by roll call vote 6-0. Yaden next made the motion to adopt Ordinance 2020-3 which amends stop signs to be added. Florek seconded the motion. Roll call vote 6-0 approved Ordinance 2020-3. Next the MFT Resolution 2020-1 was presented. The appropriated amount is $135,000 of MFT funds to malntain streets. The only street belng repaired is a section of West Elm Street. McElhaney moved to approve Resolution 2020-1 with a second from Yaden. Council approved Resolution 2020-1 by roll call vote 6-0.

e) Lawson reported that the Fire Department will be replacing Firetruck 5. She made the motion to waive bidding and to purchase the new firetruck for a cost not to exceed $330,000. The motion was seconded by Ankenbrand. Roll call vote was taken, and the motion was approved 6-0.

f) McElhaney made the motion to approve a street corner collection for Stateline Pride Volleyball Club on June 1, 2019 from 8am to 2pm. Ankenbrand seconded the motion. Roll call vote taken, and the motion passed 501 with Yaden voting no.

MAYOR COMMENTS

Prairie Meadows has issues with overgrown grass. The renters may now be responsible to mow themselves. Also, many of the roofs are in need of repairs and covered with tarps. The Mayor will request that representatives be at the next council meeting to address some of the issues.

The Police Chief and Mayor met with the school Principal regarding a School Resource Officer. No final decision has been made.

The Truck Stop Project at Route 1 and 9 is not dead but is moving slowly. Also there have been preliminary talks regarding development along Route 9.

The sewer lining project continues. There has been a sewer repair on Judson,

Memorial Service at the Cemetery will be May 24 at 10:30 a.m,

NO EXECUTIVE SESSION

Ankenbrand moved to adjourn seconded by Yaden. Council adjourned at 7:59 p.m.
