City of Hoopeston City Council met May 7

Chairs

City of Hoopeston City Council met Tuesday, May 7.

Here is the minutes provided by the council:

I. Call to Order 

In the absence of Mayor Crusinberry, Clerk Lane called to order the regular council meeting of the City of Hoopeston at 7:00p.m.

II. Seating of New Council members 

Clerk Lane swore in the newly elected and reelected council members. They were Aldermen Wise, Yaden and Houmes and Alderwoman Lawson.

III. Roll Call Roll call was taken, and all eight council members were present as well as Attorney Mockbee.

Clerk Lane entertained a motion to elect a Mayor Pro Temp. Houmes nominated Goodwine with a second from Florek. Goodwine was approved 8 to 0 as Mayor Pro Temp.

IV, Approval of Agenda 

Florek moved to approve the agenda seconded by Houmes. Agenda was approved 8-0.

V. Approval of Minutes 

Houmes moved to approve minutes as read by Clerk Lane seconded by Lawson. Minutes were approved as read 8-0.

VI. No Presentations

VII. Payment of Bills

Houmes moved to approve payment of bills seconded by Yaden. Bills were approved for payment by roll call vote 8 to 0.

VIII. Reports of Officers 

a. Ankenbrand expressed thanks to the community for their support of the Cash Bash and Firemen's Ball.

b. Florek made a request to residents to remember the Three "p's when flushing toilets. There have been several instances where sewers have been clogged with other than the Three P items. Also, grease is a problem to drains as it re hardens as it hits cool pipes or water. Flushing of hydrants will begin so be aware of possible rust. Rust on the Northeast side has been due to work on the sewer lining project in the area. Sam Cole reported that the work should be completed by September 1. Florek announced that the pool will open Memorial Day and Season Passes will be 15% off.

c. Goodwine presented a motion to approve the prevailing Wage Ordinance with a second from Florek. Roll call vote was taken, and Ordinance 2020-1 was approved. He then made a motion to establish a fireworks fund and to open a bank account that will be used to hold donations for the fireworks fund. Houmes seconded the motion. Council approved the motion to establish the Fireworks Fund and Bank account by volce vote 8-0. Next Goodwine made the motion to hire Russell Leigh and Associates to do the annual audit at a cost not to exceed $7400. Yaden seconded the motion. Roll call vote was taken, and the motion passed 8-0.

The city's contract with Republic Services for garbage collection is up for renewal. Republic was the only contractor to submit a bid to the city. A motion made by Goodwine to approve the contract was not seconded. Action on the contract will be moved to next council meeting.

d. Lawson had nothing to report.

e. Yaden reported that clean-up and getting the cemetery ready for Memorial Day is ongoing. Also, a reminder to residents to report to police any solicitors who have not registered at City Hall,

f. Houmes had nothing to report.

g. Wise had nothing to report.

h. McElhaney had nothing to report.

IX. No petitions to Council

X. Communications to Council

Houmes spoke regarding the status of the Cannon Property on North Market Street. He explained that there are legal details that need to happen before the City can do anything with the property. Those details are being taken care of.

XV. No Executive Session

Houmes moved to adjourn seconded by Florek. Council adjourned at 7:58 p.m.
