Village of Catlin City Council met April 16.

Here is the minutes provided by the council:

The Council of the Village of Catlin met in the Village Boardroom in regular session at 7:00 PM with Mayor Schmink presiding. Mayor Schmink called the meeting to order and instructed the Village Clerk to call the roll.

Mayor: Present Commissioners: Fred Reddy, Kevin Kirk, Wanda Schmit Absent: Jerry Cummings

Also present: Diane Reddy, Sharon Brady, Carl Barnes, Tad Beddow, David Biggerstaff, Diane Schutz, Seth Smoot, Sue Ownbey, Pete & Debbie Unewitz, Leslie Almy, Shanna Fisher

A motion was made by Kevin, seconded by Fred to approve the minutes from the regular board meeting held on March 19, 2019.

Kevin asked for clarification from Carl regarding General check #185637 to Progressive Chemical. Carl stated this was for weed killer. Kevin noted that the General check to Reese Recreation was for the new park pieces. Upon reading of said bills, a motion was made by Kevin, seconded by Fred that the Treasurer pay said bills as presented.

Seth Smoot asked if he would be able to ask questions and address the board during the rental registration discussion. Mayor Schmink stated he would allow it.

Shanna Fisher and Leslie Almy from the Salt Fork High School OPT addressed the board requesting a donation for their organization that puts on the Evening of Excellence. Shanna explained the importance of the evening and the functions the OPT support. Mayor Schmink stated that out of the Community Development budget, there was $1,765 remaining but the grade school summer recreational program could also be paid out of this fiscal years' budget. Kevin asked how much was given to the summer recreational program last year. Shelley stated that $750.00 was donated last year. A motion was made by Wanda, seconded by Fred to donate $750.00 to the Salt Fork High School OPT and an additional $750.00 to be donated to the Salt Fork North Elementary Summer Rec Program upon presentation by Mr. Hageman at the next meeting. Diane Schutz requested the board consider adding a pollinating garden at the Butler Point Park. Diane gave a short presentation of the benefits and plan. Wanda stated that there were already plans for the Butler Point Park that were in the works but once the plans were closing to be finalized, this plan could be worked into the plan.

Chief Beddow addressed the board regarding the rental registration, stating his main concern is for the safety of the officers but helping the water and sewer department would also be a benefit. Kevin stated that if there are renters or home owners that do not pay their bill, their w be turned off. After much discussion, Mayor Schmink asked Pete Unewitz, Seth Smoot, Chief Beddow, Commissioner Schmit, Clerk Mclain if they would be willing sit down and go through the ordinances and come up with a solution. All parties agreed.

Commissioner Cummings:

• In Commissioner Cummings absence, Commissioner Kirk presented the building permits,

• A motion was made by Kevin, seconded by Fred to approve the building permit upon the condition that the Illinois roofer license number is present:

o Kirt Rogers, 124 N. Paris St., replace roof, $8,800.00, River Run Roofing

• A motion was made by Kevin, seconded by Wanda to approve the building permit:

o Fred & Judith Reddy, 311 N. Sandusky St., install new roof on garage and house, $15,000.00, D&D Construction, 104.014097

• A motion was made by Kevin, seconded by Wanda to approve the following building permits:

o Todd & Shelley McLain, 110 E Fleming, remove roof and replace with metal roof and replace gutters and soffits, $19,400.00, John Gummere, D&D Construction, 104.014097 o Shane Boyer, 211 Webster St., tuck point existing chimney, $1,100.00, Steve Tovey & Sons.

• Shelley reminded the board that the public hearing regarding the next fiscal years' budget would take place at 7 PM on May 7th with the regular board meeting directly following.

Commissioner Schmit:

• Clean up day has been set for June glh from 8 AM until noon. Shelley was directed to put out a notice. Wanda stated that the new park pieces have been ordered and the ship date is May 2.

• Wanda asked Carl to make sure the old pieces are down in the early childhood section of the park. The one digger that still works should be saved to see if it could be utilized at a later date.

Commissioner Kirk:

• The street department continues to patch holes and have done some repairs on the previously requested alleys.

• Mayor Schmink stated that Carl could destroy the flower pots.

Commissioner Reddy:

Mayor Schmink directed Shelley to reach out to Matt Johnson with Fehr Graham to see when the town hall meetings would be held.

David Biggerstaff addressed the board as the Township assessor. Dave stated that lots in the Westwood Circle subdivision that have been purchased pay around $970.00 per year in taxes. However, the remaining lots held have a preferred treatment and as a whole, only pay $114.00. Dave stated that since the development company has now dissolved, he is reaching out to the state to see if those lots still qualify for that drastic reduction in taxes.

A motion was made by Kevin, seconded by Fred to go into Executive Session under Section 20(1): appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. Aye Fred, Kevin, Wanda, Mayor Schmink Nay none

A motion was made by Kevin, seconded by Fred to exit Executive Session. Aye Fred, Kevin, Wanda, Mayor Schmink Nay none

Mayor Schmink stated that no action was taken while in Executive Session.

Mayor Schmink stated that Kevin would be Mayor Pro Tem at the next meeting, May 7th,

A motion was made by Kevin, seconded by Fred to adjourn the meeting by vote.
