City of Gibson City Council met November 26.

Here is the minutes as provided by the council:

Call to order at 7:00 pm by Mayor Dan E. Dickey.


Roll Call:

Ward #1   Susan Tongate, present; Greg Houtzel, present

Ward #2    Randy Wyant, present; Nelda Jordan, present

Ward #3    Doug Parsons, present; Scott Davis, present

Ward #4    Dennis Pardick, absent; Laura Miller, present

Jr Alderman Abby Spiller, absent; Jr. Alderman Mady Schutte, absent

Others present: Admin. Assistant Peg Stalter, City Superintendent Randy Stauffer, Police Chief Adam Rosendahl, Ross Brown (WGCY and Ford County Record), Mike Friend of Farnsworth Group, and Jerry Wright (homeowner).

Pledge of Allegiance: led by Alderman Laura Miller.

Approval of Council Minutes: Alderman Susie Tongate motioned to approve the council minutes of November 13, 2018; second by Alderman Nelda Jordan. MC 7-0. Alderman Dennis Pardick was absent.

.Mayor Dickey recognized visitors: 1.) Mike Friend of Farnsworth Group was here for his monthly visit with no announcements, 2.) Jerry Wright (Gibson homeowner) suggested that term limits be put in place for the city committees, in particular the Planning Commission. He stated he was also concerned about the city’s infrastructure and would like to discuss his concerns further.

Treasurer’s Report: No report.

Administrative Report: Admin Assistant Peg Stalter offered no report.

Committee Reports:

Ordinance Committee – Alderman Nelda Jordan offered no report.

Street and Alley – Alderman Doug Parsons offered no report, but did inquire as to the schedule for leaf pick up. Randy Stauffer reported that leaves would be picked up as soon as the weather cooperated, hopefully by the end of November.

Police/Health, Light and Nuisance –Alderman Greg Houtzel offered no report. Chief Rosendahl reported that Salvation Army Santa Claus would be stationed at Ace Hardware, Big R and County Market on Dec 7/8, Dec. 14/15 and Dec. 21/22 from 10 am to 6 pm collecting funds, most of which stays in Gibson City. Volunteers are needed and should contact the Police Department.

Finance Committee –Alderman Scott Davis offered no report.

Personnel Committee – No report.

Water and Sewer – No reports were offered by Alderman Randy Wyant or Superintendent Randy Stauffer.

Parks / Buildings / Technology – Alderman Susie Tongate offered no report, but did ask if the Chamber of Commerce sign could be changed to add the 2nd Falcon State Championship win. This item will be discussed at the next council meeting.

Economic/Industrial Development – Alderman Laura Miller reported that the sale of the property at Jordan Industrial Park to DCT has been filed and all papers should be signed by all parties by the end of the week

Old Business: None.

Approval of Bills:

      A.)TIF #2 bills---One (1) TIF #2 bills totaling $ 1,500.00. Alderman Laura Miller motioned to approve payment of the one (1) TIF #2 bill; second by Alderman Doug Parsons. MC 6-0 with Alderman Greg Houtzel abstaining, stating he owns property in the TIF. Alderman Dennis Pardick was absent.

      B.)General Fund Bills totaling $94,358.89. Alderman Randy Wyant motioned to approve payment of the general bills totaling $ 94,358.99; second by Alderman Greg Houtzel. MC 7-0. Alderman Dennis Pardick was absent.

New Business:

          A.)Consideration of Ordinance 2018-O-15, approving and authorizing the Execution of a Tax Increment Financing (TIF) District Redevelopment Agreement by and between the City of Gibson City, Ford County, IL and Dreams Come True Trucking, INC. (dba DCT Trucking and Service Center). Discussion: the agreement was prepared by Jacob and Klein, the TIF attorneys for the City of Gibson. Council members reviewed the Ordinance and agreed on its content. Alderman Scott Davis motioned to approve the Ordinance 2018-O-15 as presented; seconded by Alderman Laura Miller. MC 6/0. Alderman Greg Houtzel abstained, stating conflict of interest.

          B.)Consideration of Truck bids. City Superintendent Randy Stauffer reported that he received only 1 bid, that being from Anderson Ford, Gibson City. The other local dealers did not participate or have bids at this time. Superintendent recommended to accept the Anderson Ford bid of $35,000.00 for a 2019 Ford F-350 Dually 4x4 Supercab, 6.2L V-8 Engine, auto transmission, air conditioning, 168” wheel base. including a snow plow package. Alderman Randy Wyant motioned to accept the Anderson Ford bid, not to exceed $35,000.00; second by Alderman Laura Miller. MC 7/0. Alderman Greg Houtzel asked about the purchases of police vehicles and was told the department had purchased 2 new vehicles and 1 used vehicle in recent years.

          C.)Consideration of Truck Bed Bids. Superintendent Randy Stauffer presented the bids he received for a cab and chassis which need to be replaced. Alderman Doug Parsons motioned to accept the bid from Claus Specialty, not to exceed $9,930.00; second by Alderman Randy Wyant. MC 7/0.

          D.)Consideration of hiring Donohue & Associates to prepare an application and the IEPA/SRF loan. (State Revolving Loan Fund) Donohue is completing the paperwork for the loan, which is determined to possibly forgive 75% of the loan, for the purpose of a new water tower and the last phase of the storm/sewer separation project. Alderman Randy Wyant motioned to hire Donohue & Associates for the engineering and the preparation of the application and loan papers, for a fee not to exceed $17,000, with the funds being taken from the water/sewer budget line. MC 7/0.

Announcements: Mayor Dickey reminded the council of the public hearing that is scheduled for Thursday, November 29th at 7:00 pm

Adjourn: Alderman Laura Miller motioned to adjourn; seconded by Alderman Scott Davis. Council was poled with 7 ayes/ 0 against. MC
