Meeting 11

City of Hoopeston Regular Council met November 6. 

Here is the minutes as provided by the council:

I. Call to Order


Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston at 7:00 p.m. Tuesday November 6, 2018.

II. Roll Call

Clerk Lane conducted roll call. Six council members present were Ankenbrand, Florek, Goodwine, Hamilton, Houmes and Yaden. Anderson and McElhaney were absent. Attorney Mockbee was present.

III. Approval of Agenda

Alderman Houmes moved to approve the agenda seconded by Yaden. Agenda was approved 6-0.

IV. Minutes of Previous Meeting

Clerk Lane read minutes of the October 16 regular Council meeting. Houmes moved to approve seconded by Florek. Minutes of the October 16 meeting were approved 6-0. Clerk Lane read minutes of the October 29 Special Council Meeting. Houmes moved to approve seconded by Yaden. Minutes were approved as read 6-0.

V.Presentations

There were no presentations.

VI. Payment of Bills

Alderman Houmes moved to approve payment of bills with a second from Alderman Yaden. Roll call vote was taken and bills were approved for payment 6 to 0.

VII. Report of Officers

a) Alderman Ankenbrand reported that the Salvation Army had already acquired another ambulance for its use so would not need the Hoopeston surplus ambulance. Since EMA needs parts for its vehicle the parts can be taken from this surplus ambulance.

b)Alderwoman Florek reported that water department employees are working with other departments taking down trees. Also they will be replacing some water meters.

c)Alderman Goodwine had nothing to report.

d)Alderman Hamilton had nothing to report.

e)Alderman Yaden stated there were two bids received for the perpetual care grave blankets. The bid from Jason Longfellow was $2028 for 39 graves which broke down to $52 each. Yaden Christmas Trees bid was $52.50 each for a total of $2047.50 for 39 grave blankets. The sample from Longfellow had artificial greens and florals and the specs were for live greens and florals which Yaden’s were. Also Yaden’s have provided satisfactory service in the past. Alderman Houmes moved to approve the bid from Yaden’s in the amount of $2047.50 for the reasons above. Alderman Goodwine seconded the motion. Roll call vote was taken and the motion was approved with five council members voting yes and Alderman Yaden abstaining.

f)Alderman Houmes stated that leaf pick up will begin next week. Reminder do not rake leaves into gutter.

XII. Mayor Comments

Veteran’s Day Program will be Sunday November 11 at 2:00 p.m. at the Middle School Gym.

XIII. Public Comment

April Jones owner of Learn & Lead Academy Preschool addressed council stating problems she and her neighbors are having with a parking situation on W Washington Street. Several neighbors and parents of students were in attendance to state instances in which they had a problem with one of the neighbors of the preschool. As long as parents are obeying parking laws along the street and not blocking drives, they have the right to park where legal according to the city attorney and Hoopeston Police Sgt. Welch. Any issues of threats or abuse should be reported and a complaint filed with the police. Mayor Crusinberry will update Ms. Jones after the City Attorney and Police look into the matter.

Executive Session

Alderman Goodwine moved to go into Executive Session to discuss legal issues with a second from Houmes. Council voted to go into Executive Session at 7:45 p.m. 6-0.

Alderman Ankenbrand moved to come out of Executive Session seconded by Yaden. Council came out of Executive Session at 8:19 p.m. 6-0. No action was taken.

Adjourn

Ankenbrand moved to adjourn seconded by Yaden. Council adjourned at 8:20 p.m.
